He went on to thank Ms. <br /> Senatori for the information and for attending this evening. Mr. Fulone asked how many of DA the CCC <br /> has been involved with been extended? He is encouraging more joint meetings with all three parties. <br /> He is sure there are milestones during the DA negotiating process where those joint meetings would <br /> make more sense. It would be logical to have break points where everyone is called together then sent <br /> back off to the subcommittees. He wants to restate there is no intention of bringing a zoning change to <br /> the residents of Mashpee without having the DA in place. These are running in parallel paths. He liked <br /> the point about what exists there today and what it would look like under current zoning, and what is <br /> today and what is being proposed, that is a very important exercise. He also wants to clarify, there was <br /> not a missed deadline in this process. He would like to confirm that. He is specifically addressing Ms. <br /> Senatori. Both Boards understand this is the first time for a three party process, it is fluid but everyone <br /> is acting in good faith. The CCC is reviewing the application and there will most likely be a request for <br /> additional information as the process develops. <br /> Ms. Senatori does not know how many DA the CCC has been involved with that required more time, <br /> but she can certainly get back with the details. Issuing lengthy DA terms is by no means out of the <br /> ordinary. It is iterative in nature. She would anticipate additional materials being requested, ongoing into <br /> first public hearing. The CCC staff are reviewing to see what additional information that might be. <br /> Ms. Waygan made mention to the extension being one year for good cause. She again mentioned it <br /> needing to be cured so there is no legal liability if we enter into a DA with that liability. There is a way to <br /> cure it. <br /> Mr. Gottlieb is looking at MEPA thresholds, it looks like it will get triggered, when and if it does, does it <br /> put your process on hold? What is your relationship in the timelines if there is an ENF filed and requires <br /> full environmental assessment? These thresholds talk about over 25 years a series of smaller actions, <br /> he raises segmentation. What is the duration and the alteration activity in each typical year? If 170 <br /> acres has a threshold of 50, 10 acres at a time over 30 years can someone trigger the argument for the <br /> MEPA threshold? If under the DA someone triggers ENF requirements, do you pause while they <br /> navigate the MEPA process, how do you connect the two? <br /> Ms. Senatori stated she would like the applicant to submit an answer on the status. She knows they <br /> had previous ones. MEPA first then they come to the CCC, but require further research on her part. <br /> Mr. O'Hara pointed out they don't know what can be built there now until they sit down and develop a <br /> plan with the property owner. He see this as a tremendously beneficial opportunity that it doesn't have <br /> to be negative. This is a way for Mashpee to control growth and bring in the right types. Nobody wants <br /> empty commercial space so this is an opportunity for us to sit down and draft what's beneficial to the <br /> Community. We know that is affordable housing. He would love to see what exactly can be built there <br /> right now, know what that is and look at what is being presented. We all have a part in directing this <br /> great opportunity. We need to move forward and stop bickering over things we don't even know the <br /> answers to. We have CCC behind us working with us to put everyone together. <br /> 11 <br />
