6:00 Jeanne Scioli, 5 Clamshell Drive. Proposed raze and replace of single family home. New NOI
Title V septic system, landscaping, hardscaping and associated appurtenances.
Raul Lizardi from Cape & Islands Engineering presented plans. Applicant was present.
Agent asked what's planned in the area set back from the existing structure on the water
side. Raul Lizardi said it will be loam and seeded. Mr. Sweet asked if there will be any
trees in that area, Raul Lizardi said no, not at the edge of the proposed house. Ms. Zollo
asked if it will change the coastal bank, Raul Lizardi said no, it will continue to be a coastal
bank. Ms. Zollo asked if the rinse station is an outdoor shower, and where will the runoff
go? Raul Lizardi said it will connect to drywells for the roof. Agent said the Board of Health
doesn't have anything on file yet. If the outdoor shower is fully enclosed is has to be
plumbed. Raul Lizardi said it's not enclosed. Ms. Zollo said that given the proximity to
ACEC, all plantings should be native, maybe cedars? Raul Lizardi said it's a small space,
cedars will get big, could trim the bottom of the cedars, they would agree to that condition.
Mr. Sweet asked if the fencing is raised. Raul Lizardi said the fence to the east is raised
and staying, we can do the same thing with the new one. Agent said we can make that a
condition.
The homeowner, Blaise Scioli, said they are agreeable to working with the Commission
and Cape and Islands for any recommendations of plantings.
Agent said we can't issue a COC until we have the type of grass mix documented, please
submit that to us before you apply for a COC.
Blaise Scioli asked if they can use sod, Agent said as long as it contains the proper mix.
Mr. Sweet motioned to close and issue with the conditions of the raised fence,
outdoor shower tied into drywell, and native plantings.
Mr. Colombo seconded the motion.
Vote: 5-0-0
Roll Call Vote:
Mr. Colombo; yes
Mr. Dalton; yes
Mr. Sweet; yes
Mr. Smith; yes
Ms. Zollo; yes
In favor, 5; Opposed, 0; Abstentions, 0
6:03 Bright Coves Village Association (9 Bright Coves Way; 142 & 176 Waterway). RDA
Proposed construction of access steps to for canoe/kayak water access.
Carolyn Donahue (Bright Coves Association President) presented plans.
Agent said a few stairs have been started already because there was some confusion with
whether this would be administrative or an RDA. This is a situation where people use these
areas for water access (canoe/kayak launching) and they have become eroded foot traffic.
The Association recognized the problem and came forward to address this. It's in the
interest of protecting the resource areas (coastal banks, BVW, salt marsh) Once the
access stairs are in place, if the Commission approves, there are other measures we can
do to prevent these areas from getting worse. Overall, it's a good set of projects in the
interest of safety and resource area protection. Mr. Sweet asked if the erosion is natural, is
there enough tidal flow contributing? Agent said it's a combination of foot traffic and tidal
