MINUTES <br /> MASHPEE BOARD OF SEWER COMMISSIONERS <br /> THURSDAY, JULY 15, 2021 <br /> WAQUOIT MEETING ROOM <br /> MASHPEE TOWN HALL <br /> 16 GREAT NECK ROAD NORTH <br /> MASHPEE, MA 02649 <br /> *Televised on Mashpee TV Channel 18* <br /> Present: Tom Fudala, Joe Lyons, Anne Malone, Ken Dunn, Al Towle, Mike Rapacz, Brad Pittsley <br /> Public: Chris Gallagher (Town Engineer), Anastasia Rudenko, Jeff Gregg (GHD), Andy Gottlieb <br /> (Selectman), Sandy Tripp (GHD via Zoom), Howard Butler (GHD via Zoom), Sara Greenberg <br /> (GHD), David Morris (Town Building Commissioner) <br /> 6:00 p.m. — Convene Chairman Fudala called the meeting to order at 6:02pm. <br /> Approval of minutes: June 17, 2021 <br /> Mr. Pittsley motioned to approve the 3/25/21 minutes. <br /> Mr. Rapacz seconded the motion. <br /> Vote: 6-0-0 <br /> Roll Call Vote: <br /> Mr. Fudala; yes <br /> Mr. Lyons; yes <br /> Mr. Dunn; yes <br /> Mr. Rapacz; yes <br /> Ms. Malone; yes <br /> Mr. Pittsley; yes <br /> In favor, 6; Opposed, 0; Abstentions, 0 <br /> Introductions: Mr. Fudala introduced everyone in the room. <br /> Sewer Projects: <br /> - Discussion regarding Town Manager objections to GHD Design Contract Amendment #3 — <br /> Route 151 Sewer Design Scope of work, previously changed based on discussions with <br /> DPW Engineers Stantec and construction / grant application and funding schedules and <br /> approved unanimously by Commission on June 17, 2021 <br /> The Town Manager sent an email to GHD stating they had many questions/concerns <br /> regarding the contract amendment #3. The Chair asked Chris Gallagher if he could <br /> provide any more explanation regarding the concerns regarding the contract. Mr. <br /> Gallagher explained his analysis and what his concerns were regarding the design of Rte. <br /> 151. He thought that much of the proposed work was unnecessary and too expensive. <br /> Mr. Fudala explained that this was also intended to be a a preliminary design for the <br /> collection system in the western part of town, partly so that the size and location of the <br /> pipes under Route 151 could be designed now and that Chris may not have been aware <br /> of that intent. Chris Gallagher reiterated his concerns and offered the idea that we could <br /> always just put a few sewer sleeves under 151 for now. <br />
