Bequest for Marijuana Cultivation Permit 14 Wags Road. Mr. Harrington commented that the
Board continued this hearing from the last meeting to allow the Department of Environmental
Protection ([CEP) time to review and respond to the odor control plan. Mr. Harrington had since
heard from Tom Cushing, of the CEP Southeast Region Air Quality Division, who clarified that his
review was not an approval, but merely guidance for the Board. Mr. Cushing`s comments were
as follows:
• The height of the stack should be 1.5 times the building height.
• The key is to have a tight building for proper capture of interior air.
• The fan has to be adequately sized.
• The scrubbers should be maintained according to manufacturer's specifications and
recommendations.
• Check for location of emergency generators or engines in regard to noise.
• Ask for options if odor or noise becomes a problem. There should be a protocol in place
to deal with complaints and/or issues.
The odor mitigation plan did explain the aspects of making the building structure tight, so that no
exterior air seeped in to create a by-pass of air and a protocol for complaints.
Kyle Baker, the Chief Strategic Officer at Ecobuds, who designed the mitigation plan, introduced
himself for the record. Frank: Zaino, engineer for Aspen Blue, also introduced himself for the
record.
r. Harrington noted that the stack height was not specified in the plan, and Mr. Zaino stated
that he would want to clarify the stack height, as it seemed excessive for nuisance odors versus
toxic fumes. Mr. Zaino pointed out that the generators are all indoors in a sound-proof room;
-therefore, he did not anticipate them being an issue. Chair Baurngaertel noted that everything,
with the exception of the coaling tower is inside the building. Mr. Zaino assured Beard members
1
