7 <br /> Board of Selectmen <br /> Minutes <br /> August 23, 2021 <br /> Discussion and Approval of Acceptance of Gift on Behalf of the Mashpee Public Library: <br /> Library Director Kathleen Mahoney: <br /> Kathleen Mahoney,Library Director was in attendance to announce the library has been named a beneficiary <br /> in the estate of Janet G. Gow, a Mashpee resident and devoted library supporter. The library has been named a <br /> beneficiary of an inherited IRA which requires the Board of Selectmen to vote to accept the gift on behalf of the <br /> library. <br /> As advised by Town Counsel Patrick J. Costello,the Board of Selectmen have the legal authority to accept the <br /> gift on behalf of the library, and the library has the legal authority to expend the monies. <br /> Motion made by Selectman Cotton to accept the gift of the estate of Janet G. Gow, an inherited IRA <br /> on behalf of the Mashpee Library. <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Sherman,yes Selectman Weeden,yes Selectman Gottlieb, yes <br /> Selectman Cotton, yes Selectman O'Hara,yes Opposed, none <br /> Discussion with Regard to Santuit Pond Report: Health Agent Glen Harrington: <br /> The Board of Selectmen met with Health Agent Glen Harrington and Board of Health Chairman Brian <br /> Baumgaertel to review matters associated to Santuit Pond. <br /> At the request of the Board of Selectmen the Health Agent compiled information regarding the abutters of <br /> Santuit Pond. There are a total of 193 parcels within 300' of the pond. Of the 193, 21 are vacant parcels and <br /> 172 are constructed/occupied structures. 52 are condominium units which count as one property. This equates <br /> to a total of 121 septic systems, (9) of which are cesspools. <br /> There are a total of 118 parcels within 100' of Santuit Pond. Of the 188, 11 are vacant. 107 are <br /> constructed/occupied structures. 52 are condominium units which count as one property. This equates to a total <br /> of 56 septic systems, (7) of which are cesspools. <br /> A total of 60 properties had their system pumped in the past 10 years. Of the 60 properties, 43 systems were <br /> pumped in the past 5 years between August 2016 and August 2021. <br /> Mr. Harrington indicated the systems are not being maintained as they should be. Parcels within 300' of the <br /> pond should be pumped every 2-3 years. When a home is pumped,the licensed septic haulers report their loads <br /> which are generally reported monthly or quarterly. <br /> There has been a lapse in inspections, and it was agreed the Town needs to do a better job collectively to <br /> maintain abreast of this obligation. The requirement to inspect systems within 300' of a water body is a <br /> recommendation contained in the 2010 AECOMM Report. <br /> Discussion followed regarding the assessment of systems along the pond and the need to collectively engage <br /> applicable regulatory departments in continued examinations of all water bodies in the Town of Mashpee. <br />
