MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> SEPTEMBER 22, 2021 <br /> Mr. Bonvie asked that the comments from the various departments be read into the record <br /> and discuss them with the applicant. <br /> Sharon read the following letters and information into the record; <br /> • A letter to the Board submitted from Fire Chief, Thomas Rullo dated September <br /> 21, 2021. <br /> • Plan Review Committee draft of the recommendations from their meeting dated <br /> September 21, 2021. <br /> • Narrative of the Boat Butler submitted by Connor Thomas. <br /> Charlie Reidy read a letter into the record dated September 22, 2021 from Dave Morris, <br /> Building Commissioner. <br /> Connor Thomas, Principal of the Boat Butler, LLC represented himself for his boat <br /> detailing business located at 61 Echo Road Unit B. He is applying for a Modification to <br /> the existing Special Permit so he can continue operating at this location. The main issue <br /> was that they were using a compressed air system for spraying marine paint which is not <br /> compliant in that building. After discussing the issues with Dave Morris, Connor said that <br /> he will no longer provide boat spraying as part of his business and decided to sub-contract <br /> that portion to other marine contractors who are permitted for that type of work. <br /> Chairman Bonvie asked if there will be bottom cleaning of the boats. Connor said he will <br /> be cleaning the boats, but the issue before was regarding the paint spraying. He will be <br /> doing boat restoration. <br /> Mr. Bonvie asked if there will be bottom cleaning. Connor said there will be no bottom <br /> cleaning in terms of pre-painted bottoms, the boats will be prepared for new paint and will <br /> be sub-contracted out for painting. Any bottom cleaning will be for boats that do not have <br /> painted bottoms. <br /> Mr. Bonvie has nothing against this application, but has concerns that future inspections <br /> might be required. Dave Morris mentioned that he believes the Fire Department would <br /> check in from time to time because they actually brought their boat to have work done. If <br /> the Board remembers, Driscoll Electric, owners of the building came to the Board to clear <br /> up an oversight by the Plan Review Committee for a Special Permit application. They now <br /> have their Special Permit to conduct business, and Connor has been very professional <br /> dealing with the spray booth issue, and knows that there is no sprinkler system in the <br /> building. They adjusted accordingly and have cooperated with the Fire and Building <br /> Departments. <br /> Mr. Bonvie asked for comments from the Town Engineer. Chris Gallagher said there were <br /> no engineering related issues, it was more enforcement. Dave said Connor has addressed <br /> the paint spraying issue and knows that is not allowed. <br /> 3 <br />
