Proposed replacement of pier and NOI <br /> relocation of existing ramp and float. Owner of Record: Angelo P. Catanzaro, Trustee, 140 <br /> Popponesset Island Road Realty Trust. <br /> Mark Dibb from Cape and Islands Engineering presented plans & described the project. <br /> Assistant Agent said Harbormaster and Shellfish have no issues, Marine Fisheries <br /> recommends float stops to the shallow area to the northwest of the float. It was noticed that <br /> between 2007 and 2017 there was significant tree removal within wetlands jurisdiction. In <br /> 2011 there was an RDA for after the fact tree removal. <br /> Agent said if approved, he recommends a condition to require a 10 ft wide mitigation <br /> planting area starting from the existing naturally vegetated buffer from the top of the <br /> coastal bank. Said plantings would include at least two species native of shrubs and 2 <br /> trees. Mark Dibb said regarding the mitigation, the client is trying to decide how to proceed. <br /> He asked if another type of mitigation is available, like the shellfish fund. If not, they would <br /> prefer to request a continuance vs. have a condition. He mentioned a neighbor had a <br /> recent project approved by the Commission with no conditions. Assistant Agent said a <br /> buffer is more appropriate in this situation than a shellfish mitigation fee. Agent said <br /> mitigation is recommended for previous violations on the property (history of tree cutting). <br /> Agent stated that the neighboring property likely had a different set of circumstances and <br /> thus should not be used as a basis of comparison to this situation without the benefit of <br /> research into that particular project. <br /> Mr. Weeden said if they continue they'll likely get the same answer. Mark Dibb said he like <br /> the continuance so they can properly explain this to the client in detail. <br /> Mr. O'Neill asked how many trees were cut and how much the lawn was expanded. <br /> Assistant agent said she can't determine exactly how many from GIS, nor can she tell how <br /> much square footage the lawn has changed. <br /> Ms. Zollo says it looks like at least 7 large trees were cut. Mark Dibb said he can't find any <br /> changes to the lawn from GIS, Assistant Agent agreed. Mr. O'Neill said the trees are great, <br /> but asked why we're asking for buffer mitigation. Agent said he's fine with the tree clearing <br />
