The Pledge of Allegiance was recited. <br /> Approval of Minutes <br /> Approval of the following minutes: April 6, June 15, June 22,and July 13,were deferred to next meeting <br /> OLD BUSINESS <br /> 1. 950 Falmouth Road <br /> Dave Quinn,Housing Assistance Corporation,gave a progress report on the project. Over the last winter <br /> the team went through the 40B permit process.The Project received ZBA approval for the Ch.40B <br /> Comprehensive Permit in early February. It went very well,with little changes to the original design. The <br /> letter submitted on behalf of the Affordable Housing Committee was a large help to get through the ZBA <br /> process. It has been a seamless process with a lot of support from the Town. POAH-HAC submitted their <br /> application to the state Department of Housing and Community Development(DHCD) for tax credit,they <br /> were encouraged to apply early and they applied in January.They were not awarded that round. It is rare <br /> for an affordable housing project to be awarded public funding from the state the first time. Massachusetts <br /> typically has a long pipeline of projects statewide awaiting their turn to receive priority consideration and <br /> approval of funding necessary to begin construction. Normally this is a 2-3 year wait. <br /> In an unusually favorable action,DHCD invited POAH-HAC to reapply in the upcoming fall mini-round, <br /> which is happening now, and pre-applications were due last week. POAH-HAC submitted the pre- <br /> application for tax credit financing for the project at that time. The full application is due in September. <br /> An invitation to apply for the fall mini-funding round is usually a sign that DHCD believes the project is <br /> ready to go into construction. Mr. Quinn feels optimistic. <br /> This past June at a meeting of the Mashpee Affordable Housing Trust,he requested approval of their <br /> funding request submitted earlier this year. He explained that a local funding decision was an important <br /> sign of local support for the project to DHCD and would give the project a significant advantage in the <br /> competition for limited funding available during the fall mini-round. Fortunately the Trust understood the <br /> importance of making a timely award to enable it to be included in the application for the mini-round. The <br /> Trust awarded the project$300,000 to offset the cost of the advanced septic system. Mr. Quinn said the <br /> development team also submitted an application for$250,000 to the Barnstable County HOME <br />
