Affordable Housing Committee Page 3
Minutes of August 10,2021
and painting have been completed, and vanities and cabinetry installed. Currently, they are waiting for a
granite counter top.The company Habitat is working with donated it, and unfortunately there was a supply
chain issue putting them 3 weeks behind. The plumber and electrician can finish their work and move on to
final town inspections for the building permit. She expects the home should be completed by the first or
second week of September. Initially, they determined the dedication would happen on September 13. Now
they are looking to change to September 20 to accommodate the Select Board. The dedication has a large
focus on the families who will soon be living there.
Chairman Isbitz asked when they expect the granite delivery. Ms.Wade said Mr.Riley believes it will be
completed time for the dedication in September. Mr.Willard mentioned a lot of work has been done.
Ms. Wade mentioned challenges with Covid-19 where Habitat experienced shut downs as well as the
increase in supply costs. She is proud of the work that has been done. It's been a difficult time but with
dedication and perseverance they pulled it off. She thanked everyone for their support.
Lynne Barbee spoke and said she has been watching the building process. She noticed one home has a
ramp that is specifically for a person who needs it. Does the inside specs reflect those accommodations as
well? She is very happy to see that ramp.Ms.Wade noted that was for a local family. They select the
people before the building begins so they can accommodate special requirements.
4.Wampanoag Village
Chairman Isbitz gave some background on the project. He is hopeful DHCD will consider all 42 units in
the project to be eligible for the Subsidized Housing Inventory(SHI),which would count toward the
Town's 10%goal. This requires tribal approval, since the project is on tribal land. Also, it is the Town that
must submit an application requesting a project be listed on the SHI. Therefore, both the tribe and Town
must cosign the application to DHCD. This could not be done until tribal leadership was settled. This
happened in May,but it was necessary to allow time for new leadership to settle in. When we approach the
Tribe to deal with this issue,Michelle Tobey,Tribal Housing Director, informed Mr. Isbitz that first the
Tribe would have to assure itself no sovereignty is involved, and there may be other matter that have to be
discussed,as well. Mr. Isbitz believes these are technical issues that can be overcome.
5. 108 Commercial Street
There was a feasibility study delay in order to allow Town Meeting to vote on the transfer of land to the
Affordable Housing Trust, which is the governing body that coordinates all affordable housing projects for
the Town. There is a possibility that the feasibility study process can begin before the land is transferred.
Chairman Isbitz will look into this to see if this can be done at the next Trust meeting later this month.
Also to be considered is the Town Planner's current workload. If we have to await the land transfer, work
on this project will have to wait until after Town meeting on October 18.
PUBLIC COMMENT No comments were presented at this meeting.
ADJOURNMENT
With no further business before the Committee, the Chair entertained a motion to adjourn.
IT WAS MOVED by Mr.Willard to adjourn the meeting. Ms.Baker seconded the motion. The
motion was approved unanimous vote at 7:03pm.
NEXT MEETING Tuesday, October 19,2021 at 6:30pm
Respectfully Submitt
G
Christine M.
