Affordable Housing Committee Page 3 <br /> Minutes of June 15, 2021 <br /> unknown that would affect the feasibility of the site for development of affordable housing. <br /> Mendes Way- Habitat for Humanity <br /> The Committee discussed the recent progress tour of the Mendes Way project that was held by <br /> Ms Wendy Cullinan, President/CEO of Habitat, and Ms. Beth Wade, Director of Project <br /> Development, Ms. Pina thought the event was very informative and that the staff did a good job <br /> organizing it. In summary, Ms. Pina said that of the two homes being built, one is designed to be <br /> handicap accessible. Both have 3 bedrooms and 1/5 bath. She added that both are equipped with <br /> solar panels and have nice yard space. The presentation included a progress report stating that <br /> construction is more than 50% complete. <br /> Wampanoag village <br /> The Chair raised the possibility that this 42-unit project might qualify under state guidelines to <br /> be included in the town's effort to reach 10%. There are a number of issues to work out with the <br /> Tribe, and a request to the state to consider including it in the Mashpee total would have to be <br /> signed by both the Town and the Tribe. Michelle Tobey, Housing Director for the Tribe, said the <br /> Tribe's first concern would be any relationship it might have to its sovereignty. This issue, and <br /> several others, would have to be resolved before a jointly signed application to the state could be <br /> submitted <br /> Public Comment <br /> Arden Cadrin—Ms. Cadrin expressed her concern that the Mashpee Commons plan <br /> seems to be proposing that the affordable housing in its plan will be segregated from the rest of <br /> the units it is proposing to build, whereas these units should be integrated with the rest of the <br /> housing they are proposing. She expressed a concern that, as designed, the 1700 units proposed <br /> will not get to the 10% goal mandated by the state. <br /> Mary Waygan- Ms. Waygan believed the Town should have a Local Initiative Bylaw <br /> that the Mashpee Commons plan could use. Using a Local Initiative Program("LIP"), the whole <br /> project could be considered affordable and all the units would be counted on the state Subsidized <br /> Housing Inventory("SHI"), which the state uses to calculate the town's affordable housing <br /> percentage. She encouraged the Committee to take a more active and aggressive role in the <br /> Planning Board review of the project. The Chair asked Ms. Waygan if she could provide the <br /> Committee with more detail on the LIP approach and how the Committee could be more <br /> effective in advocating for affordable housing in the Mashpee Commons plan. <br /> :With no further business before the Committee, the Chair entertained a motion to adjourn. <br /> IT WAS MOVED by Bruce Willard that the meeting of the Affordable Housing Committee <br /> be adjourned. Ms. Baker seconded the motion.
