Catania requests a Special Permit
under §174-25 (16) (Table of Use Regulations), and §174-24.K of the Zoning Bylaws to
allow for a marijuana manufacturing facility located in an I-1 Zoning District (Map 88
Parcel 2), Mashpee, MA (Owner of Record: Kevin P. Andrade, Trustee of Summerfield
Park Realty Trust).
Robert Catania, Petitioner, and Greg Siroonian, Architect were present seeking a Special
Permit for the use of a marijuana manufacturing facility. Mr. Catania said he will not be
growing the product but will be buying raw plants from only licensed approved marijuana
growers. He will be hauling and transporting product by approved CCC(Cannabis Control
Commission)haulers/transporters with the State of Mass only. There is no growing.of the
products. They will be bringing raw product in and doing oil extractions from the plant,
and then making finished products with the extractions. The finished products are
reviewed, video recorded, documented and photographed for the State to approve prior to
shipping to retailers. The documentation is entered into the State's software program within
24 hours. This process is under a highly controlled security system. The products.are then
sold, packaged and shipped to retailers. There will be no customers coming to the actual
facility.
Chairman Furbush asked Rob if he had information about the facility on Echo Road. Rob
said he knows they are waiting approval for their State retail recreational license. He cannot
sell his product to medical facilities, only retail recreational. Rob said that a lot of the
medical dispensaries start up as a vertical system. They actually can grow their own
product, manufacture and then retail it all within their same door. Those are approved for
recreational. He knows there is only one facility in Wareham that is approved for
recreational. There are four in P-Town that were approved by the Town, and are waiting
their State approval. The State approval process takes 6 to 9 months.
2
