Board of Selectmen <br />Minutes <br />October 18, 2021 <br />NEW BUSINESS <br />Review of Annual Town Meeting Warrant Motions and Possible Amendments to Motions with the <br />Finance Committee Town Counsel and the Town Moderator: <br />The Board of Selectmen met in joint convention with the Finance Committee, Town Counsel and the <br />Deputy Town Moderator to review matters associated to the Annual Town Meeting warrant of <br />Monday, October 18, 2021. <br />In attendance was; <br />Town Counsel Patrick J. Costello <br />Deputy Town Moderator Edward Larkin <br />Finance Committee members: Jeffrey Pettengill, Gregory McKelvey, Darlene Furbush, John Miller, <br />Mike Richardson, Patrick Brady, and James Carrier. <br />Article l: To change the name of the Board of Selectmen to Select Board. <br />To petition the General Court to adopt Special Legislation. <br />At their September 13, 2021 meeting Ed Larkin recommended the Board consider an addendum to <br />Article 1 of the Annual Town Meeting for transparency and to conform to the Town Charter by <br />allowing the citizens of the Town of Mashpee the opportunity to ratify the Special Act by a Ballot <br />vote if it is so endorsed. Following the rules of the Town Charter as it relates to the review and <br />approval of Town Meeting articles, the Board deferred the matter to Town Counsel. <br />Town Counsel Patrick J. Costello advised the article can be voted three ways; <br />Under the Home Rule Amendment requiring a 2/3"s vote with approval by ballot, <br />By petitioning the General Court to adopt the Special Legislation that relates only to the Town of <br />Mashpee whereby ratification is not required by a subsequent vote of Town Meeting. And, <br />By a full Charter Commission review with a designation to amend the Charter for this purpose. <br />Discussion followed with respect to the intended use of the Town Charter and allowing the majority <br />of the residents who do not often attend Town Meeting, the opportunity to participate in this <br />decision. <br />Town Manager Rodney C. Collins authorized Town Counsel to prepare a motion with the <br />addendum. If the article does not pass, it was agreed the original article would be brought before the <br />voters. A vote from the Board of Selectmen was not required for this action. <br />3 <br />
