Mr. McElliggatt gave an update on the project. There's no threat to navigation, and shellfish mitigation is <br /> fine. The project was passed through the Conservation Commission and the Tribe sent a letter stating they <br /> were in support of the project. <br /> NEW BUSINESS <br /> 1. Tribal Grant <br /> Mr. McElligatt surveyed every aqua culturist's grant except two. Those should be done by winter. There <br /> were some paperwork issues that were brought to the attention of the Tribe,they are rectifying that now. <br /> The Tribe has decided to revert control of their grants back to the Tribe's Department of Natural <br /> Resources. They have received funding and have new staff. There have been several conversations with <br /> their Director to see what their plans are and establish timelines. We should have a stable relationship <br /> moving forward. <br /> Attorney Paul Revere and his client Matt Haney asked to make a comment about a lawsuit they filed <br /> against the Tribe. Mr. Thomas stated that should have been made during public comment. Attorney Paul <br /> Revere left some pictures taken at Gooseberry Island. <br /> 2. Shellfish Constable Report <br /> Mr. McElligatt said they lost 2 seasonal employees and 1 full time employee. <br /> The end of August he saw algae that died and caused hyper bloom that caused the dissolved oxygen in the <br /> river to crash dramatically. There were 4.2-4.3 million oysters in the river and approximately 500k <br /> suspended in cages along the end of the river that were showing signs of severe distress. We relocated <br /> approx. 4.1 million of those oysters to the sand bar,which turned out to be very worth it, it's an ideal <br /> growing location. We're rethinking our plan of trying to grow in the river, and hope to turn the sand bar <br /> area into a nursery. Regarding the blooms,there was no fish kill because there were no fish to begin with, <br /> but there was a massive die-off of blue crabs. We left about 100k oysters in the river to see what would <br /> happen if left in that environment. <br /> Mr. Holmes asked how secure this new area is,Mr. Cook said it's low risk. Mr. McElligatt said it's <br /> nursery stuff, so it's not really of value to people. Mr. Thomas said Mr. McElligatt did a great job moving <br /> and saving those oysters so quickly. <br /> The hatchery had a hard year,we only received about half of our order. Mr. McElligatt spoke with ARC <br /> about the outstanding balance. It was decided that rather than issue a refund check that would go to the <br /> Town's General Fund instead of the Shellfish Propagation Fund, we will get part of that money put <br /> towards next year's order and rest as an"in kind"transfer. ARC will buy us gear to upgrade our <br /> infrastructure. I'll put an order together, it will be roughly$16k. Next year we will try to diversify to <br /> different hatcheries. Mr. Thomas, Mr. Cook, and Mr. Christensen all commented that this was a good <br /> compromise. Mr. Thomas said he would like the idea of relay to be back on the table. <br /> The dredging of the 1916 Channel will begin on 9/20/21. It will be done by the county dredge. <br /> There was nothing to report for enforcement issues. <br /> 3. Dock Mitigation Fee Schedule <br /> Mr. McGelligatt gave a breakdown of the mitigation fee. The fees will all go into the Propagation Fund, <br /> but they can be used for anywhere we deem necessary. <br />
