3 <br /> Select Board <br /> Minutes <br /> November 18,2021 <br /> Presentation and Review of Phase 1 of the Wastewater Management Plan: Sewer Commission Chair: <br /> (continued) <br /> The areas selected for Phase II are based on their ability to connect to Phase I and the removal of <br /> nutrients from both Popponesset and Waquoit Bays as well as the treatment of sewage that would flow <br /> into Mashpee-Wakeby, Santuit, John's and Ashumet Ponds. Phase II has a design flow from all 5 areas <br /> of 1,051,000 gallons per day. <br /> Flows from Phase I including sites 2A through 2D, (838,000 gpd)would be piped to the (modular) <br /> treatment plant at the Transfer Station to be constructed under the Phase I program. <br /> The Site 4 Wastewater Treatment Facility in Phase I is currently designed to have capacity for an annual <br /> flow of 120,000 gpd. <br /> Therefore, modifications to the Comprehensive Nitrogen Management Plan are necessary to address the <br /> dire need to remediate Mashpee waters. The new and amended plan to be submitted to the DEP and <br /> MEPA for approvals is entitled the 2021 Mashpee Clean Water Plan. <br /> The schedule is deemed aggressive and necessary. In moving forward,the Select Board was requested <br /> to place an article on the May 2022 Town Meeting warrant to provide for 25% schematic design to <br /> begin Phase II. Estimated cost assumptions are forthcoming. The Town having use of available funding <br /> would not need borrowing authorization for costs associated to the initial schematic design. <br /> It was noted the October Town Meeting authorized the funding of a diagnostic study of Mashpee- <br /> Wakeby Pond to determine nutrient mitigation, water quality management practices and public access <br /> improvements. Results of this study will be used to support the acquisition of state SRF funds <br /> for the sewering around the lake. <br /> With approval of the 25% schematic design authorization, it is anticipated the Town would follow a <br /> similar schedule as in Phase I and apply for SRF funds in August with receipt of notification of a <br /> potential grant award in January 2023. This would be highly advantageous, and allow for the ability to <br /> fast track the project to conceivably move forward to construction authorization at the May 2023 Town <br /> Meeting. A conceptual timeline would consider project commencement in 2025 with connection to <br /> those within the lake areas in 2025. To bring forth the most advantageous financing option for <br /> affordability,the Town would apply for state funding 0% interest loans. <br /> It was noted the Phase 1 project is designed as a modular facility for expansion for future phases. Costs <br /> are based on decisions made during design and would be used in the development of Town <br /> appropriations. The timeframe is realistic to move aggressively with approvals to be made as the Town <br /> moves forward. <br /> With successful Phase I bidding, it is hopeful the Town would move forward to secure a contractor in <br /> late spring with construction to commence in the early summer of 2022. <br />
