Affordable Housing Committee Page 4
Minutes of October 19,2021
complete this phase. It has clearly raised a trust issue with the citizens of Mashpee, as well.
The second point raised by Ms. Cadrin concerned the Committee intention to support and
encourage Habitat to build future homeownership projects in Mashpee. She pointed out that there
is now a$6.5 million balance of Community Preservation Act(CPA)funds that the Community
Preservation Committee(CPC)has in its account. Some of these funds provide another avenue
for more Habitat projects. Ms. Cadrin pointed out that some of these funds could be transferred
by the CPC to the Mashpee Affordable Housing Trust where it would be available more readily
for Habitat to purchase the parcels they need for their affordable homeownership projects.
Mr. Isbitz added that 10% of the CPA funding the CPC receives annually from the state is
mandated by law to be used for producing affordable housing. The Trustees are now submitting
a request to the CPC each year to transfer this mandated sum to the Trust.
Lynne Barbee. Ms. Barbee raised a concern regarding the scarcity of land for affordable housing
that Mr. Lehrer raised in his memo that stated Mashpee is near maximum "build-out" state, and
has only a few parcels available that might be suitable for affordable housing. She referred to the
Articles that were postponed at Town Meeting on October 25,which referred to 12 lots that
NextGrid intends to buy from the owner for erecting solar panels there. She felt this would create
a conflict between housing and solar panels, and though she believe both were important, she
believes housing is more important. She added that perhaps there is a solution in which both
housing and solar can be produced together by utilizing the roofs of the housing that could be
built there. Mr. Isbitz suggested that perhaps Mr. Lehrer could speak to this at the next meeting
of the Committee.
Adjournment
With no more public comments forthcoming and no further business before the Committee, the Chair
entertained a motion to adjourn.
IT WAS MOVED by Bruce Willard that the meeting of the Affordable Housing Committee be
adjourned. Ms. Baker Seconded the motion. The motion passed unanimously and the meeting was
adjourned at 7:30p.m.
Next Meeting: Joint Meeting with the Planning Board,Wednesday,November 17,7:00pm
Next Regular Committee Meeting,Tuesday,December 7,6:30pm
Respectfully Submitted,
IJ
Christine M. MacDonald
Board Secretary
