It sha,lI be <br /> the responsibility of the applicant to demonstrate that any pro- <br /> posed mitigating measures required to produce a negative deter- <br /> mination. regarding the above items will work as designed, and <br /> the Planning Board may require, as a condition of any approval , <br /> that the applicant or his -successor demonstrate on are annual <br /> basis that said mitigating' measures are operating satisfact- <br /> orily.'
