Sewer Commission: No Report <br /> Public Access: Jeff reported that addressing the tie up question to guardrail and dinghy <br /> storage issue at the Causeway is still under discussion. Catherine Laurent DPW Director does <br /> not want to replace the guardrail until a solution is approved for dinghy storage/tie up. This is <br /> further complicated because the proposed solution for the dinghy tie up (an additional rail <br /> "hitching post" running along the top of the rocks) will cost $24,000 (100 dinghy tie) dollars and <br /> the Harbormaster/DNR does not have the funding. Jeff raised the question whether WWC <br /> could provide the funding. There was discussion as to how long a tie up rail needed to be and <br /> if the cost could be reduced by serving fewer dinghies (50). It was also noted by Jeff that the <br /> Harbormaster does not regulate this area as is. The Town would need to designate the area for <br /> dinghy storage, charge and sticker boats before they would assume control. Jeff felt he could <br /> raise the mooring fees for each boat by$100. It was decided that the issue of funding should <br /> be an agenda item for the next meeting. <br /> Waterways Improvement Plans: Ken updated all present on the changes that the Army Corps <br /> of Engineering is making to the application process for Chapter 91 Water Quality Certification <br /> and its impact on project approval time. See Dicks comment below. <br /> Jeff Smith reported that he had received, reviewed and commented on 3 applications. All had <br /> been noted as received at last month's meeting. <br /> LG/GR Expansion Project: Dick Noonan reported that BSC the NOI to Mashpee Conservation <br /> has been completed and is in final review before submission. Following the filing of the NOI <br /> BSC will begin working on the Chapter 91 Water Quality Certification. Once those two items <br /> are completed, they will begin working with the State on MEPA requirements. <br /> Dick also reported that the Army Corp of Engineering has revamped their process.The big <br /> change is that you must have a pre-filing meeting with the Corp and DEP before you can file for <br /> a permit. And the Corp will not issue its permit until the DEP Water Quality Certification is <br /> attained. The result is a 60 day window has now turned into a 13 month window to give DEP <br /> sufficient time to issue the WQC. <br /> New Business: <br /> Ken mentioned the new Task Force which will help with addressing "Fines" disposal is still <br /> waiting for a "kick off" meeting date. <br /> Additional Topics: <br /> Adjournment <br /> There being no further business a motion to adjourn was made by Don MacDonald, seconded <br /> by Al Wickel and approved by all members present at 10:38am. <br /> The need for and the date for the next regular meeting will be determined later. <br /> Respectfully submitted by Richard P Noonan, Secretary <br /> Ken Bates, Chairman Tim Leedham <br /> Don MacDonald, Vice Chairman.
