MASHPEE ZONING BOARD OF APPEALS <br /> DECISION FOR A SPECIAL PERMIT <br /> Triple M Management Company, LLC <br /> 29 Echo Road(Map 19 Parcel 3-9) <br /> Mashpee, MA 02649 <br /> SP-2015-33 <br /> Mr. Gildea provided the Board with a detailed application, including site and floor <br /> plans, elevation plans, lighting plans, and a drainage report. The proposal is to construct a <br /> 1,500 sq. ft. metal building with a detached 8'x8' security booth on a lot that consists of <br /> approximately 40,910 sq. ft. situated in an industrial zone (I-1). There will be seven <br /> employees on site,two of those will be security personnel. The facility will be open limited <br /> hours, and patients will be seen by appointment only with fifteen appointments per day, <br /> and will eventually be open six days a week. There should not be any issues with respect <br /> with traffic based on the above limits and because this is one of two facilities that will <br /> imminently be licensed on Cape Cod.There is a State approved project proposed in Dennis <br /> that is anticipated to be approved as well.This will be a small,low key,well run operation. <br /> In addition to the on-site staff, the applicant has a director of security who is a <br /> retired State police officer and has met with Town officials and reviewed the security plans. <br /> There is a chief operating officer, a compliance officer, and a medical director. The project <br /> has been specifically designed from the perspective of safety. The applicant has provided <br /> a detailed security plan that has been reviewed and approved by the Mashpee Police <br /> Department. <br /> The plan depicted a wired fence surrounding the entire property, and a more secure <br /> fence on the inside of the property.There will be a security booth that will be manned when <br /> the facility is open, which has been designed such that when patients drive up, their car <br /> will be checked at the security gate,and will need to provide their authenticated documents <br /> or the armed gate will not open. There are designated parking areas for the employees and <br /> patients for safety purposes. The property is somewhat void of landscaping because <br /> regulations require there be a distance of 50 feet of any entrance or any parking spaces so <br /> someone cannot hide behind landscaping and surprise patients or employees. <br /> The proposed project meets and exceeds all of the front, side and rear setbacks with <br /> the exception of the guard house which is the request for a front yard setback variance. The <br /> floor plans are designed to comply with both the Town and State regulations. Inside the <br /> building there are segregated areas for the product. There is a secured patient waiting area <br /> with a security guard at the front desk who will check people's credentials. There will be <br /> no overnight storage of product or money, and if this agreement changes,the applicant will <br /> have to return to the Board of Selectmen to discuss these changes. <br /> Raul Lizardi-Rivera, of Holmes and McGrath addressed the Board to discuss the <br /> drainage and septic system. He reviewed the plans with Charlie Rowley, the Town's <br /> Engineering Consultant. The site has been split into three drainage areas. There's a <br /> drainage area in front, a sub-surface drainage system, and a rear section. All three have the <br /> same cross sections with a two foot Swale. The sub-surface leaching system is composed <br /> of two galleys with crushed stone, and will accommodate the 100-year storm event. The <br /> septic system is in the back of the property with two leaching fields, a primary and a <br /> reserve. The Town requires the system to be rotated every couple years. <br /> 2 <br />
