Mashpee Planning and Construction Committee
Minutes of Meeting Held Wednesday, December 1, 2021
Mashpee Town Hall—Waquoit Meeting Room
Committee Members Present: Joe Brait, Tom O'Neill, Cathy Lewis
Absent: Steve Cook and Rachel Hodgman
Also Present: Catherine Laurent, DPW
Ashley Lopes, School
Vice Chairman Joe Brait called the meeting to order at 5:00 p.m.
Old Business
Update on DNR_Facility
Instead of pursuing a new facility on Red Brook Road, the Town approved funding at the May
2021 Town Meeting to purchase two units in an existing industrial building on Mercantile Way.
The combined size of the units is 2,400 square feet. Purchase occurred in June 2021. The
services of an architectural firm were engaged to develop construction plans for renovating the
two units. Fifty percent plans were just received. One unit will contain offices, a
conference/break room, locker facilities, and a lab. The second unit will contain offices and one
garage bay for boat/equipment maintenance. The 50% cost estimate received exceeds the
available funding of$225,000. Even if DPW staff were to perform some of the work, additional
funds will be needed. A placeholder is included in the FY23-FY28 CIP being discussed later in
the meeting. Over the next month, DPW will try to finalize the estimate. Quotes have been
requested for work to be contracted including HVAC, plumbing, electrical, fire suppression, and
alarm. The Committee discussed issues with increasing prices and availability of materials and
labor. The estimate should include a high contingency for these reasons. Tom volunteered to
represent the Committee on this project.
Update on FY22-FY27 CIP
This item was deferred to the next meeting.
Update on Phase 1, Mashpee Wastewater Plan
Phase 1 will include construction of a treatment facility on Asher's Path adjacent to the Transfer
Station as well as three pump stations for the collection system. As this time, bidding for
construction is expected in Spring 2022. Catherine will follow up with the Town Engineer on
the schedule and final plans. Joe volunteered to represent the Committee on this project.
