Summaries of the articles are as follows: '� � <br /> • e r� <br /> 1) An article submitted by the Planning Board which would add a new Subsection 174- <br /> 27.1 establishingt s ormwater management standards for new development (excluding <br /> accessory structures to single and two family homes and other structures under 1000 square � <br /> r <br /> feet which do not require either special permit or plan review approval) which are intended <br /> ,. <br /> to achieve the following purposes: prevent untreated discharges to wetlands <br /> _ g p � p g ands and surface . <br /> waters, preserve hydrologic conditions that closely resemble pre-development conditions, <br /> reduce or prevent flooding b managing the peak discharges and�- g Y g g p g volumes of runoff, <br /> minimize erosion and sedimentation, not result in significant de degradation of roundwater, <br /> yg g , <br /> reduce suspended solids, nitrogen, volatile organics and other pollutants to improve water ,r• <br /> quality and provide increased protection of sensitive natural resources. Basic best # <br /> management practices are specified for single and two family 'homes relative to site design <br /> r <br /> and methods of handling runoff which reduce nitrogen I. g g levels in stormwater. For new <br /> subdivision roadways and new development other than single or two family homes more <br /> extensive best management practices are specified, including a stormwater management ; <br /> plan and maintenance provisions. <br /> i'. <br /> 2} An article submitted b the Planning Board which would y g a d add a new Subsection 174- <br /> 27.1 establishing rules and procedures for the approval and implementation of <br /> �41 <br /> development agreements between the Town, a developer, the Cape Cod Commission, +.r <br /> neighboring towns and state agencies regarding major development projects. Based on a *' ; <br /> {�ti <br /> model bylaw prepared by the Cape Cod Commission, its specifies the purpose and intent of �, <br /> p p� ��. <br /> the bylaw, <br /> definitions, ,who may be parties to a development agreement, negotiation and <br /> execution procedures, the elements which may be contained in such an agreement, <br /> • <br /> procedural requirements, ' 'p limits on development agreements and provisions for <br /> amendments, rescission and enforcement. � <br /> rr ' <br /> ) An article submitted by the Planning Board amending Subsections 174-25.B.
