This public• y � .g p c hearing has been rescheduled from <br /> April 7, 1999. Summaries of the articles are as follows: <br /> 1. An article submitted by petition which would add a new Subsection 174-27.1 '4 <br /> establishing stormwater management standards for new development (excluding <br /> accessory structures to single and two family homes and other structures under 1000 y� <br /> square feet which do not require either special permit or plan review approval) which roval � <br /> are intended to achieve the following purposes: prevent untreated discharges to ;, <br /> wetlands and surface waters reserve hydrologic conditions that closely ;,ail <br /> psely resemble pre- <br /> development conditions reduce or prevent flooding b <br /> p p g y managing the peak discharges <br /> and volumes of runoff, minimize erosion and sedimentation not result in si nificant � , <br /> i� s <br /> degradation of groundwater, reduce suspended solids, nitrogen, organics anics and ' <br /> p g g <br /> other pollutants to improve water quality and provide increased protection of sensitive _ <br /> 4t' <br /> natural resources. Basic best management practices are specified for single and two <br /> family homes relative to site design and methods of handling runoff which reduce <br /> nitrogen levels in stormwater. For new development other than single or two family <br /> � , <br /> homes, more extensive best management practices are specified, including a <br /> stormwater management plan and maintenance provisions. <br /> 2 An . <br /> article submitted b the Planning Board which would a -• y g add a new Subsection 174 <br /> 27.1 establishing rules and procedures for the approval and implementation of <br /> �' <br /> p pp p <br /> development agreements between the Town, a developer, the Cape Cod Commission, q <br /> development "neighboring towns and state agencies regarding major roJects. Based on <br /> a model bylaw prepared by the Cape Cod Commission, it specifies the purpose and �;.. <br /> intent of the bylaw, definitions, who may be parties to a development agreement, " F <br /> negotiation and execution procedures, the elements which may be contained in such an <br /> agreement, procedural requirements, limits on development agreements and provisions <br /> for amendments, rescission and enforcement.
