SMOLAK & VAUGHAN LIT <br /> August 30, 2013 <br /> unify the treatment of wastewater in a single system, improving both the level of <br /> treatment and uniform disposal of treated effluent from what presently exists to serve the <br /> entire Mashpee Village property. The selected system is known as an amphidrome <br /> system; while the system collection and disposal is largely subsurface, the treatment plant <br /> includes an accessory structure within proximity to the leaching trenches. The <br /> environmental permitting of such a treatment facility is obtained through the Mass DEP, <br /> which reviews and approves groundwater discharge permits pursuant to 314 CMR 5.00, <br /> as the system exceeds the Title 5 system limit of 10,000 gpd. An application to the Mass <br /> DEP was recently submitted on August 20, 2013. <br /> The centralized, underground amphidrome facility will be located at the end of <br /> Amos Circle, adjacent to the existing subsurface disposal system serving the Amos Circle <br /> lots. The treated effluent will be disposed via a subsurface infiltration system, adjacent to <br /> the treatment facility. As part of the upgraded septic system, an accessory structure (the <br /> "control building") will need to house the pumps and blowers associated therewith. The <br /> dimensions of the single-story accessory structure shall be finalized in the near term, and <br /> could be sized at 22'x 24,' yet depending on final drawings, the building may slightly <br /> increase to dimensions of 33'x 44'.2 The structure will be a single-story, 10'-12' in <br /> height with an 8/12 pitch roof, adding between 7'-11' to the overall height. As a frame of <br /> reference, the existing single family residences that are on Amos Circle, closest to the <br /> new proposed control building, measure approximately 25'x50' and appear to have the <br /> same pitched asphalt roof structure. Attached plans show the proposed building location, <br /> which is set back from the housing units,but will be constructed to blend into the existing <br /> architectural style of the residential development. Ongoing drafting of the plans for the <br /> proposed control building are being prepared and will timely be submitted to the Board <br /> prior to its August 25 public meeting. An overview memorandum of the unified <br /> collection system are detailed in the attached memorandum. <br /> B. Request for Minor Plan Change Approval Under Chapter 174-24(C)(9)(a). <br /> In accordance with Section 174-24(C)(9) of the Mashpee Bylaw, the Board is <br /> empowered to authorize minor changes to approved site plans which are subject to an <br /> existing special permit approval. The request made within seeks Board approval for the <br /> location of an accessory building necessary to the implementation of an upgrade to the <br /> septic collection and disposal for the residential development. Mashpee Village does not <br /> otherwise seek to alter the number, location or uses of the residential dwellings within the <br /> community. <br /> The accessory building associated with the improved wastewater infrastructure <br /> will not obstruct the views of any of the residents, nor will it decrease the amount of <br /> available lawn or open space for any lot or parcel within the development, as it is to be <br /> 2 Prior to the Zoning Board's September 25 public meeting,updated information as to the dimensions of <br /> the control building will be made available to the Board. <br /> fnnn P1 ,A...1 i <br />
