Continued from <br /> December 1, 199918 <br /> ti <br /> . Jack McElhinney, General Counsel, Willowbend Development Corp. began the <br /> public hearing by focusing on the issue of the jurisdictional request made by Willowbend <br /> at the last hearing. The DRI has been filed with the Cape Cod Commission(CCQ on <br /> 1213199. Mr. Pat Butler, is acting as special counsel to Willowbend relating to <br /> representation before the CCC. Per Mr. Butler,to date, no determination has been made <br /> by the CCC as to whether or not they would decide "yes' or"no"relating to the <br /> Development Agreement. At that point,there was a jurisdictional determination request <br /> filed by the Conservation Commission(CC)to the CCC; the CCC is required to act upon <br /> that request within 21 days. Because a portion of the project is outside of the boundaries <br /> of the Special Permit, it was willowbend's conclusion that a DRI should be filed as it <br /> related to that portion of the project(the 9-hole golf course expansion). with that in <br /> g : <br /> mind, Willowbend filed with the CCC on 12/3I99 a Development of regional Impact . <br /> (DRI)application. A hearing was held at Mashpee Town Hall last week by a sub- <br /> committee of the CCC on the jurisdictional determination of the request.
