1lashpee Planning Board <br /> Minutes of fleeting <br /> December 1, 2010 at 7 p.m. <br /> Selectmen's Meeting Roorn, Mmhpee Town lull <br /> CALL TO ORDER <br /> The Town of 1 lashpee Planning Board meeting was called to order with a quorum in the Selectmen's <br /> Meeting Room at 1 lashpee'Town Hall by the Chairman at :oo p.m. on Wednesday, December 1, 2010. <br /> Planning Board Members Present: Chairman Mary Waygan, Vice-Chair-Dennis Balzarini, Clerk-foe <br /> Mullin, George Petersen and David Kooharian <br /> Also Present: Toni Fudala-"Town Planner, 'Torn Mayo- IS Administraor, Selectman Liaison--I iichael <br /> Riharn <br /> y <br /> APPROVAL OF MDflUTES <br /> November 3, 2010 Minutes- <br /> MOTION: Mr.Bai ariai made a, motion to accept the November 3rd minutes as written. Mr. <br /> Kooharlan seconded the motion. All voted unanimously. <br /> The minutes for November 17 were tabled until the next meeting. <br /> PUBLIC H ARING <br /> 7:10 Applicant: Mark a hers Heights Homeowners Association <br /> Location: Ashers Heights Subdivision I <br /> Request: Modification of special permit to eliminate water quality monitoring program and <br /> limit on lawn S e. (Continued from November , 010 <br /> The public hearing commenced at 7:10 p.m- and the Chair noted that additional information has been <br /> received, including a map of the monitoring wells provided to Board members in heir packets. Mr. <br /> Fudala reported that all monitoring wells, with the exception of W , are lamed on individual private lots. <br /> Easements have not been recorded in favor of the Town accessing the wells and will need to become <br /> cnd ition.of the Board's decision. Mr. Fudala is working with Town Counsel to draft appropriate <br /> language for each of the appropriate homeowners. Additionally, well #4 has not been located but a septic <br /> system plan indicates that the system is located where the well should be located. The well was last <br /> sampled in 1994. Mr. Fudala suggested that Well #4 may have broken off but that it must be located and <br /> repairs made. Mark r1 Lima responded that he believed it could be located with the help of'the previous <br /> homeowner. <br /> The table provided to Board members co sampling results taken in Zoo , 1994 and 1989. Mr. <br /> Fudala expressed concern about well#5 located down gradient with a Total Nitrogen level of 6.7 mg L, <br /> high for groundwater. The report suggested that the high number may be a result of fertilizer usage. Mr. <br /> Fudala forwarded study results to Glenn Harrington of the Board ofHWth who is contacting the County <br /> Health Department to determine�whether the results might be septic system effluent or a result of fertilizer <br /> use. 11r. Fudala suggested the hung be continued to the Ewa meeting inJanuary m order to locate the <br /> missing well and await a response from the County Health Department. Mr. Fudala also suggested a re- <br /> sampling of wells# , #4 and#5 long tern since#2 was not sampled in the 2005 study and #5 last-showed <br /> a high level of nitrogen and# , which is lowed up gradient to , may be a source of the high nitrogen <br /> level. Sampling would be for anmrnoni tee, nitrite and TKN, as weft as PH and conductivity, and will <br /> be less expensive than the previous sampling requirements. Mr. Fudala suggested that if the levels remain <br /> high with the new testin& and homeowners change their fertiliser use, the Board may wish to maintain <br /> 1 <br />
