MASHPEE ZONING BOARD OF APPEALS <br />January 26, 2011 <br />• Minutes <br />The Petitioner has received both Plan Review and Design Review Committee approval <br />for the proposal. Mr. Nelson said that the landscaping also requires Design Review <br />approval. The January 18, 2011 combined meeting of Design Review and Plan Review <br />Committees and Minutes are attached to the Minutes. <br />Mr. William S. Taber detailed the proposed environmental safety features. Plans require <br />upgrading to the latest materials for gasoline fueling facilities. Some of the features <br />include double -walled, non -corrosive, underground storage tanks with a brine -filled <br />space with sensor monitors. The tanks have fiberglass containment solutions and have a <br />30 -year warranty. Double -walled, non -corrosive piping will also be installed. <br />Continuous monitoring systems will be installed to monitor the sumps, the brine and the <br />piping. Vapors displaced by the fuel tankers during filling will be diverted back into the <br />tanker truck. Vapors displaced by fueling customers will be drawn back into the system. <br />Overfill protection will prevent spillage from the tanker to the tanks. Spill containment <br />manholes will collect any losses from the tanker hoses. <br />Mr. Taber said that Massachusetts Law requires a self -serve station to have an attendant <br />on site during all hours of operation. The system will not operate unless an attendant <br />authorizes and activates the fuel dispensers. In addition, the fuel pumps have line leak <br />detectors which sense any pressure loss and will shut down the dispenser pumps. <br />Dispenser shear valves on the fuel pumps will close the line in the event of a fire or <br />• impact. Dispenser hose break -away valves prevent vehicles from being driven away with <br />a pump hose attached to the vehicle's gas tank. Dispenser sumps will have sensor <br />monitors. Positive limiting barriers around each fuel pump dispenser are designed to <br />contain as much as 10 gallons of spilled gasoline. Monitoring wells will be installed on <br />both ends of the tank. Emergency shut -offs will be placed on each dispenser. There is a <br />panic button next to the cash register inside the kiosk. A camera system will be installed <br />to monitor all of the fuel pump locations. A fire -suppression system (both automatic and <br />manual) inside the canopy will engage in the case of a fire. Mr. Taber said that a dry <br />powder, silica -type material is used for fires. He said that the substance is inert, very <br />sticky and coats everything and works very well. A spill response kit will be maintained <br />on site. <br />Mr. Taber said that in the event of spills greater than 10 gallons, the Mass. DEP and Fire <br />Department must be notified within several hours. The DEP will also make an on-site <br />visit to ensure clean up. Mr. Bonvie suggested that the Board should condition a regular <br />maintenance program of the sump pump catch basins and hoods within the catch basins. <br />Mr. Dowdy assured the Board that the owner is required to conduct ongoing maintenance <br />of the sump pumps and catch basins. <br />Mr. Nelson said that the Petitioner should receive Board of Selectmen approval before <br />the ZBA can act if plans call for a change in the size of the tanks. Attorney Ford said that <br />ZBA approval is contingent upon upgrading and meeting state requirements and that he <br />• was advised to start with the ZBA. He said that the proposal will go to the Fire Marshall, <br />the Fire Department and the Board of Selectmen only if the Petitioner gets approval from <br />the Special Permit granting authority, the ZBA. <br />
