Mashpee Economic Development Industrial Corporation (EDIC)
Joint meeting with Affordable Housing Committee
Minutes – January 11, 2022
6:30 PM
ZOOM Meeting
Mashpee Town Hall

Present (EDIC): Carol Sherman, Pamela McCarthy, Patrice Pimental, Glenn Thompson,
Denise Duston

Absent: Robyn Simmons

Affordable Housing Committee: Allan Isbitz, Bruce Willard, Mike Richardson, Noelle
Pina

Guest: Evan Lehrer

Member of Public Attending: Christine MacDonald

1. Call Meeting to Order

Carol Sherman opened the meeting at 6:05 p.m.

2. Old Business

Feasibility Study for 108 Commercial Street: Evan Lehrer reported on the progress of the
Request for Quote (RFQ) that went out for a feasibility study to build housing on 108
Commercial Street. Evan sent the RFQ out to 6 firms, we received 5 responses, though one of
the five did not submit a hard copy by the deadline. The quotes ranged from $24,600 to
$38,650. Given the fact that an offer is determined by the best price, it is highly likely that the
town will extend an offer to Horsley Whitten. Evan anticipates that he and Rodney Collins will
sit down and go over the quotes this week.

Evan anticipates that once the offer is made, it would take 3-4 months for the feasibility study
to be completed (probably by the end of June or early July). Once it is completed, it will be
attached to a Request for Proposals (RFP). It is likely the RFP will be awarded in September if
things go without incident.

Once the award for the feasibility study is made, the EDIC will need to convene to ensure the
funds will be available to the housing trust. The EDIC previously voted to pay for the feasibility
study; they will have to reconvene to vote on the specific amount.

Denise Duston moved we adjourn the meeting; Pamela McCarthy seconded the motion. The
meeting was adjourned at 6:55.
