Road <br /> North, to review two zoning amendment articles for action at the May 4, 1998 Annual Town Meeting. 43 <br /> �'�` <br /> Summaries of the articles are as f <br /> summ follows: <br /> ,,/ ' <br /> 1.This article would amend the Town's existing "commercial center" zoning bylaw,law Section 174-45.1 <br /> a , <br /> which authorizes the Planning Board to issue special permits for multiple use 1 tenant projects such as <br /> shopping centers. The most significant changes would allow the Board to authorize a schedule of <br /> setbacks and lot sizes (but not overall lot coverage by buildings or building height)hei ht which differ from <br /> that required by the underlying zoning for an area. Such dimensional provisions would allow <br /> subdivision of property within such a center to accommodate "traditional New England village" style <br /> g g tY <br /> development. The amendment authorizes the Board to require architectural, si na e and landscaping ' <br /> g g <br /> controls that are enforceable by deed restrictions. It requires a detailed traffic impact report for such <br /> p P �•,� <br /> projects and specifies minimum street design standards. It also requires that any lots created which are <br /> smaller than required by the underlying zoning for the area must be serviced by a public or private <br /> wastewater treatment plant. <br /> yA <br /> 2. This article would amend Article VII, Groundwater Protection District of the Zoning Bylaw to <br /> clarify allowed impervious surface projects f <br /> coverage ects within Groundwater g P � Protection Districts and <br /> to establish a special permit process for allowance of certain levels of hazardous materials and •' <br /> fertilizers and for impervious surfaces in excess of 2500 square feet or 15% of a lot provided q , p edthat a <br /> system of stormwater management and artificial recharge of precipitation is developed which is r r <br /> designed to: prevent untreated discharges to wetlands and surface waters reserve Op <br /> . . p hydrologic , <br /> conditions that closely resemble pre-development conditions, reduce or p g b flooding " <br /> y managing <br /> g g <br /> the peak discharges and volumes of runoff, minimize erosion and sedimentation <br /> , not result in <br /> Significant degradation of groundwater, reduce suspended solids and other pollutants to improve water r <br /> . p p p <br /> quality and provide increased protection of sensitive natural resources.
