Mashpee Zoning <br />Board of Appeals Minutes <br />• 2 July 8, 2009 <br />25 D (2) with reference to 174-38 for parking specifications and for the <br />construction and maintenance of approximately a 31,750 square foot <br />of driveway modification and additional parking on the lower <br />undeveloped portion of the property. The proposed development shall <br />include the construction of a connecting driveway between the parking <br />lots, reconfiguration of the existing parking lot, drainage and all <br />excavation, grading and landscaping associated with the work. The <br />project will eliminate the use of parking on the shoulder of Commercial <br />Street. The project is located in an I-1 zoning district at 107 <br />Commercial Street (Map 81 Parcel 129 & 18) Mashpee, MA. Owner of <br />Record: Town of Mashoee <br />Sitting: Robert Nelson, Jonathan Furbush, James Reiffarth, William Blaisdell and <br />Jack Dorsey. <br />Karen Gardner, CFO of the Health Care Center of Cape Cod is present to <br />address the Board. Also present is Tim Santos of Holmes and McGrath <br />Engineering. They are asking the Board for a Modification of the Special <br />Permit to allow for 56 more parking spaces on the lower site. There is a need <br />to modify the Special Permit in order to accommodate the need for more <br />• parking for the existing building and the proposed building in the next phase. <br />The existing property is adequate in size and is suitable for the intended <br />development expansion of medical office and clinic within the Industrial <br />Zoning District and the IC Overlay district. The proposed development plan <br />will not change the lot coverage by structures of 4.9%, which complies with <br />the maximum lot coverage by structures of 25%. The improvements to the <br />site will have no effect on public health or safety on the property. The <br />proposed parking area provides an aisle width of 24 feet and a two -bay <br />parking module width of 64 feet exceeding the requirements in Section 174- <br />38. There project will not have any impact on the visual character of the <br />surrounding area or on the wildlife habitat, public lands or neighboring <br />properties. Additionally, the drainage runoff from the site and structure will <br />be directed into vegetated basins and leaching structures satisfying the <br />Zoning By-laws. The proposed project will minimize the potential surface <br />erosion and surface runoff pollution into the adjacent properties and will be <br />in harmony of the general purpose and intent of the Zoning By-laws. <br />The project will enable the Community Health Center of Cape Cod to <br />provide needed parking for their current situation. <br />The Board asks questions of Tim Santos, Holmes & McGrath about the <br />retaining wall. Mr. Santos informs the Board that their firm doesn't do that <br />type of engineering. Mr. Nelson asks how long it will take to build? Mr. <br />Santos answers approximately 2-3 months. They discuss the grade of the lot <br />driving out and it will be about 6%. The Board discusses the parking <br />situation for the staff. Presently, there is a lot of overflow parking on the <br />
