Also present were <br /> L E <br /> trustees Dr. Ralph Angus and Arthur Robinson, traffic engineer Bill Scully <br /> and Mike McGrath. <br /> Everyone agreed they understood the circumstances which got the application <br /> ` to this point. M r. Angus said he showed the Board this general concept, <br /> =_ after the pre-trial conference in 19934 <br /> h <br /> M r. McGrath presented their new proposal for a boulevard plan . <br /> '. The land is located on the east side of Turner Road . The access is through <br /> the Childs River East subdivision by a 40 foot easement that w i 11 be turned <br /> into a roadway. This new proposal is to double barrel that road to provide <br /> 2 different lanes. He presented a cross section . There will be 15 foot <br /> wide paved roads, a 10 foot paved island and 4 foot shoulders on either <br /> side, <br /> M r. McGrath said he has designed the same roadway in another part of the <br /> State and it has served well . <br /> They had to re-configure all of the drainage that was designed for the <br /> original plan. Many of the lots had to be reconfigured because the road <br /> == layout is now wider. <br /> The major focus of the previous review was the adequacy of Turner Road and <br /> Mr. McGrath said they think this design will meet the standards for access <br /> to the 50 lots shown on the plan . <br /> M r. Bill Scully, traffic consultant explained the capacity , traffic volume, <br /> number of trips, was not the major issue. There will be 50 trips during <br /> Ar <br /> 'An the peak hour and this plan can easily handle that capacity . The question <br /> �� <br /> is emergency access and the potential for blockage. The boulevard approach <br /> fully addresses the blockage issue . It would take a lot to block that road . <br /> If a car is disabled , there is room for another car to get by . In an <br /> emergency if one side of the road is blocked, traffic can be directed to <br /> the other side of the road . It is fully wide enough . There are breaks in <br /> the island at the major intersections . This takes car of the questions, <br /> concerns about a long cu l de sac situation. You have the option to move <br /> tr: vehicles around any blockage ockage and move emergency a r 'y apparatus around �t. Most <br /> Fire Chiefs have the ability to get to any emergency. <br /> Most of the concerns were about moving people in and out of the subdivision <br /> ` and the double barrelling addresses that. <br /> Pat asked M r. Scully for the peak traffic figures. <br /> Mr. Scully said with 50 houses there will be 39 trips during the morning <br /> =�� l <br /> 06 <br /> t <br />
