4 <br />• Zoning Board of Appeals <br />Minutes <br />May 16, 2006 <br />Jobs & Whitines Residential Neiehborhoods Affordable and Unit Plans: <br />The ZBA requested the plan include delineation of the Colchester Lane <br />connection to visualize its intention. <br />Charles Riley, an advising engineer was asked if Colchester Lane is too <br />close to the lights on Route 28. In response he remarked that it is <br />dependent on build -out and the stacking of traffic. Traffic flow and traffic <br />patterns would be addressed with the build -out of Mashpee Commons. It <br />was disclosed a traffic study has been conducted by Mashpee Commons <br />and copies were previously distributed. <br />It was noted that both intersections on Route 28 are now signalized. Mr. <br />Storrs added the potential for the connection is now compromised by the <br />development of the first lot, the grade change and steep angles. The <br />construction of the bank has dramatically altered the connection. In his <br />opinion, there is no benefit to the community to travel from a residential <br />• area to a commercial area. Colchester Lane should remain as'shown on <br />the drawing. <br />Mr. Storrs and Mr. Fudala debated the issue. <br />Mr. Storrs also made note the LCP was written with the assumption that <br />Jobs Fishing Road would be developed as commercially zoned land. The <br />conditions are different now and the predominant users of the connector <br />road would be the residents of Deer Crossing. There are 166 two bedroom <br />units in Deer Crossing. <br />Mr. Storrs agreed to present to the ZBA at the next meeting, specifics <br />regarding the current layout, bank and grade for additional review. <br />Planning Board member Dennis Balzarini gave input into the matter and <br />stated the community should be able to share the roads to alleviate Route <br />28 traffic and use of Route 28. It was an issue voted upon and approved in <br />the Local Comprehensive Plan. <br />Lee Gurney, Planning Board indicated that developments over the country <br />are using interconnections to keep people off the highways to alleviate . <br />traffic. In her view, it's the concept that is important and a bonus whether <br />or not it's in the comprehensive plan. <br />0 <br />
