As shown in the Application and on the Plans, the Applicant proposes to construct <br /> one "U-shaped" building containing all of the project's 56 apartment units. The <br /> proposed building's height is approximately 38.5 feet. The proposed building will <br /> be served by two driveway entrances off of Carleton Drive. The Plans show 56 <br /> parking spaces. <br /> 6. Each of the units will contain a single bedroom and each will be restricted for <br /> lease to low income households. Six (6) of the units will be leased at a rent that is <br /> affordable to households earning no more than thirty(30%) percent of the Area <br /> Median Income ("AMI"), as kept by DHCD or the U.S. Department of Housing <br /> and Urban Development ("HUD"). The remaining fifty(50) units will be.leased at <br /> a rent that is affordable to households earning no more than fifty(50%) percent of <br /> AMI. All of the units are to be restricted to households consisting of persons over <br /> fifty-five (55) years of age. <br /> 7. On the original plans, the project proposed a 100' vegetated buffer on all sides, so <br /> as to correspond with pre-application recommendations of town officials. At the <br /> initial public hearing, however, it was discussed that the width of the buffer would <br /> not allow for adequate usable open space around the proposed building. <br /> Accordingly, after interim meetings with town officials and staff, including the <br /> Mashpee Design Review Committee, the Applicant presented (at the 2"`, session <br /> of the public hearing) a new plan showing 50' vegetated buffers on all sides of the <br /> project, with the exception of a 75' buffer along Rte. 28. Residents of the Sea <br /> Oaks condominiums objected to the reduction of the buffer although the closest <br /> condominiums of the Sea Oaks would be a row of townhouses more than 120 feet <br /> from the Project's proposed building. In order to address these concerns, Edward <br /> A. Fish offered to donate the sum of$25,000.00 to the Sea Oaks Condominium <br /> Association for the purpose of providing additional plantings along the common <br /> boundary with the Property. <br /> 8. The reduced buffer around the proposed building will allow for additional open <br /> space for passive recreation as well as for potential parking. As to additional <br /> parking, it was discussed at the second session of the public hearing that area <br /> could be reserved for future parking spaces in the event that the 56 proposed <br /> parking spaces are deemed inadequate. <br /> 9. The project will be served by public water and onsite private wastewater <br /> treatment facilities. The Project will also be served by an on-site stormwater <br /> management system as described on the Plans and in a lengthy memorandum <br /> submitted by the Horsley Witten group. The stormwater system was preliminarily <br /> reviewed by the Board's engineer Charles L. Rowley, who submitted a <br /> memorandum, dated July 25, 2006. <br /> 10. The Plans indicate a bus shelter to allow for access to a public bus line on Rte. 28 <br /> but it is also proposed that other public bus service will allow for direct access <br /> onto the Property for pick-up of residents. <br />
