Will it be necessary to prepare a <br /> new land court plan that eliminates the road layout so the court can grant <br /> that new separate certificates of title? <br /> Section 5: <br /> A. Page 5 of the McShane Construction Co. Building Specifications <br /> (Landscaping) indicates that driveways will be constructed with 3/8" to <br /> '/" bluestone and that all other disturbed areas except 1000 square feet <br /> of lawn will be treated with wood chips. This type of treatment will not <br /> prevent erosion on severe slopes. Much of the site is to be regraded <br /> and stripped of existing vegetation. Maintenance and potential clogging <br /> of storm drains may become a problem. <br /> II. Storm Water Management and Drainage Narrative and Wastewater <br /> Treatment System Narrative <br /> A. The document should be stamped by the professional who prepared it. <br /> B. <br /> 1. Page 1: The first paragraph indicates that most of the site is in a <br /> Zone II of a wellhead protection area. A calculation was performed <br /> to check the maximum allowable sewage disposal flow for the site. <br /> Title 5 requires that the loading rate for on site sewage disposal <br /> within a Zone II shall be limited to 440 gallons per acre per day <br /> unless the system includes enhanced nitrogen removal. Ref: 310 <br /> CMR 15.214, 15.215 (Title 5). <br /> 9.3 acres would allow a total of 5115 gallons of disposal a day <br /> using enhanced nitrogen removal but only 4094 gallons per day <br /> with conventional disposal. <br /> The Zoning Board of Appeals may wish to confirm with the Board <br /> of Health that enhanced nitrogen removal is a part of the total <br /> 1 system for the project for the number of housing and commercial <br /> units that are proposed. <br /> C. Storm Water Drainage Design: <br /> 1. The drainage design narrative discusses the capture of the first 1" <br /> of rainfall for treatment and compliance with water quality <br /> regulations. It also indicates that calculations have been done for <br /> the 2-year, 10-year and 100-year storm events. This is consistent <br /> with accepted practice using the DEP Stormwater Regulations as <br /> guidance. <br /> 2. Best management practices of open channel swales, bioretention <br /> facilities, infiltration and drainage piping are all used within the <br /> development to attenuate storm water runoff. <br /> 3. Page 3 of the report includes a statement about the four separate <br /> bioretention areas that are to be implemented in the northern <br /> section of the development. That same page shows schematic <br /> diagrams as to how these areas would be constructed in a general <br /> manner. It also states that the overflow for the 100-year storm is <br /> to be handled by small weir structures, however there is no <br /> indication of where these small structures are or what they drain <br /> to. More specific detail is required for this very important project <br /> feature. <br /> 4. Page 5 suggests in the fourth paragraph from the bottom of the <br /> page that "Appropriate stormwater practices have been selected <br /> for sensitive areas and the design incorporates provisions for <br />
