P g Minutes—Aril 26,2000 <br /> Mashpee Zoning p8 <br /> Board of Appeals <br /> Mr. David Sanicki of Cape & Islands Engineering represented the applicant and stated <br /> that the Conservation Commission has continued its hearing of the proposal. <br /> sE� <br /> Mr. Brem said that he visited the site and called it a"satellite of the town dump"with ten <br /> years of trash, cars, boats and washing machines piled on the lot. He suggested that the <br /> site should be cleaned before the Board considers any request for a Variance and/or a �IGh <br /> Special Permit. <br /> The Board moved to continue the hearings until April 26, 2000. <br /> On April 26, 2000, Mr. John Slavinsky of Cape & Islands Engineering represented the <br /> applicant and submitted photos of the lot. Trash, cars and other debris have been dumped 'I <br /> on the site for years. <br /> Mr. Webster, new owner of the lot, also attended the meeting. He stated that the lot <br /> would be cleared prior to the construction of a new home. Mr. Regan confirmed that the �'C <br /> previous owner died and left the lot in a deplorable situation. <br /> Mr. Slavinsky stated that the Conservation Commission continued the hearing in order to <br /> determine the saltwater habitat. The applicant hired a landscaping artist and a botanist Sf <br /> after the Conservation Commission required extensive indigenous vegetation to be <br /> �I <br /> planted. The existing structure is four feet away from the saltmarsh line and the proposed „ <br /> structure would be eight feet away from the saltmarsh line. The Conservation •,', , <br /> Commission has approved the project. <br /> A new septic system with a fast treatment system would be installed on the subject lot. <br /> Proposed lot coverage would be 8% of the 41,000 square lot. <br /> Mr. Nelson suggested that the Board should consider conditioning any Special Permit or <br /> Variance on the subject lot. He said that the lot should be cleared prior to issuance of a <br /> building permit. Mr. Webster said that demolition of the house would not necessarily be IIS <br /> done at the same time as initial clearing of the lot commenced. <br /> Mr. Ron Francour, an abutter, expressed approval of the proposal and said that he was <br /> happy that something was being done to improve the appearance of the lot. a � i <br /> No other comments were received from abutters. 1: <br /> Mr. Nelson moved to grant the Special Permit, subject to the following: !�� <br /> • that the lot shall be completely cleared of all trash and debris. <br /> wc <br /> • that the existing structure shall be demolished prior to construction of a new ""il <br /> dwelling. <br /> • that the installation of a new septic system would be an improvement to the lot <br /> and to the neighborhood. <br /> Mr. Borgeson seconded.
