Mashpee Zoning Minutes—April 11, 2001 3 <br /> Board of Appeals <br /> square feet in area, which was the minimum lot size of the subdivision when it was <br /> created. Relief from the land space requirements is necessary to allow for construction of <br /> the three homes on the above-referenced properties. <br /> IIMr. Dickinson thanked the Board for the opportunity to present the Petitions and said that <br /> the intent of Chapter 40B is to encourage development of affordable housing in Towns <br /> and cities in Massachusetts that are at less than 10% of the total housing units. At last <br /> count affordable housing in Mashpee was only 4.78% of the total housing units. <br /> Mgr. Dickinson said that within the guidelines of Chapter 40B a Town can encourage and <br /> Ti <br /> allow development of affordable housing by accepting a proposal as a local initiative <br /> project(LIP). The State's Department of Housing and Community Development <br /> (DHCD) administers this program. In order to qualify for a LIP,the following minimum <br /> requirements must be met: <br /> • the project must have the written support of a chief elected official and the <br /> local housing partnership. <br /> the Board of Selectmen and the Affordable Housing Committee submitted <br /> letters to the ZBA in approval of the project. <br /> • at least 25% of the units in the proposed development must be affordable to <br /> households at or below 80% of the median income. J <br /> Habitat for Humanity is currently advertising for potential home-buyers <br /> that have a maximum income not exceeding 60% of the median income. <br /> • the developer must agree to a long-term lock-in period, ensuring that the <br /> proposed homes must be kept affordable for an extended period—50 years. <br /> if the home is sold during that period, the deed allows the new owner to <br /> start the meter to run for another 50 years—intent is to keep the home j <br /> affordable in perpetuity. <br /> • the developer and/or owner must agree to develop and implement an <br /> affirmative fair marketing plan approved by DHCD. <br /> • the Town contributes any of several items. <br /> Mashpee has contributed the land. <br /> the Board of Selectmen has waived its fees. <br /> the ZBA has waived application and abutter notification fees. <br /> Mr. Dickinson stated that the subject subdivision is a well-maintained, single-family <br /> neighborhood with developed lots comprised of 15,000 to 20,000 square feet in area. <br /> The subject parcels are similar in size to the developed lots. There is significant sloping <br /> topography from the front to the back of the subject lots. The lots will be landscaped with <br /> an effort to save as many trees as possible. <br /> Plans call for construction of 3 three-bedroom, one-story, single-family homes with j <br /> walk-out basements. The proposed homes will fit in with the existing homes in the <br /> neighborhood with clapboard on the front and cedar shingles on the other three sides. <br /> Mr.Dickinson said that construction of the three homes is consistent with Mashpee's <br /> Comprehensive Master Plan and its objectives. <br /> i <br />
