Przybylek, Chief ofPoli� <br />RE: Request For Conditions -Special Permit for Flea Market <br />Thank you for the opportunity to offer several conditions for your consideration relative <br />to the operation of Dick and Ellie's Flea Market this year. As in the past, I would like to <br />stipulate the dates when the Flea Market operator must arrange for one (1) Private Detail <br />Police Officer during the hours of 9:00 AM to 5:00 PM. The officer is generally <br />stationed in the vicinity of the intersection of Route 28 and Donna's Lane/Job's Fishing <br />Road to assist with both vehicle and pedestrian traffic. The Flea Market must contact <br />Sergeant Ronald Bevacqua of our department on or before May 14 to schedule the details <br />for the season. Those dates are as follows: <br />On each Saturday and Sunday from June 26 through August 29; On Saturday, Sunday <br />and Monday of Memorial Day Weekend (May 29, 30, and 31); On Saturday, Sunday and <br />Monday of Labor Day Weekend (September 4, 5, and 6). Please note that Private Detail <br />Officers will not be required, based upon past experience, on the Monday of the <br />Independence Day Weekend or on any of the days of the Columbus Day Weekend. <br />In addition, I would like to again specify that a permanent -type barrier gate be required at <br />the entrance of the Flea Market opposite the Deer Crossing Condominiums entrance and <br />that the gate be closed from 10:00 AM to 5:00 PM daily except for emergencies. <br />Also, because of difficulties experienced with the previous operator of the Flea Market <br />and their effect on our financial accounts, I would like a condition that requires that the <br />cost of Private Detail Police Officers be paid at least one week prior to the date when the <br />officers perform duties. The Flea Market operator should contact our Administrative <br />Assistant, Barbara Costello, at the Police Department to coordinate such pre -payments. <br />This will ensure that sufficient funds will be on deposit with the Police Department to <br />compensate officers who are assigned duty at the Flea Market. In the event that no police <br />officer is on duty because one could not be located to take that assignment, the funds <br />would be retained and carried over for the following week. The Board of Appeals should <br />be aware that, in the past, there were some occasions when the Private Detail assignment <br />at the Flea Market went unfilled primarily because of the amount of such work available <br />to officers and the shortage of officers to fill the assignments.
