1 Board of Appeals Minutes - February 22, 1995 4 <br />Daniel J. Donahue - (Continued from January 11, 1995) <br />Members sitting: J. Regan, C. Hawver, K. Marsters <br />Architect Allen Osgood, Engineer Paul Ryll and Attorney James Mc Neill represented the <br />applicant. Mr. Osgood presented a revised plan with a single entrance drive and smaller building. <br />He said they would also have a water retention system. He said that Design Review had asked <br />for fighting, sign, landscape and dumpster plans which will be presented on March 8. They will <br />continue to use the existing buildings for storage of construction equipment. The storage bins <br />will have a gravel base and will be used for wood chips, gravel, bark mulch and loam. He said <br />34.8% of the lot coverage will be impervious. There was a question if Board of Health had <br />approved the revised plan. <br />Mr. Marsters questioned how site will be used for contractor's storage and Mr. Osgood said <br />that the rear of the lot beyond the chain fink fence will continue to be used for storage and the <br />area in front of the fence will be used for retail. The access to the rear will be used by the new <br />entrance. Mr. Osgood stated that the garage section of the building will be used for fertilizer, <br />etc. and Mr. Regan suggested that any decision be conditioned that pesticides, fertilizer, etc. be <br />stored within the garage area. Ms. Hawver read memos from Public Works and Planning into <br />the record. <br />•Mr. Govoni and Mr. Hauck reviewed the Zoning By-laws and determined that lot coverage of <br />30% is permitted in the Groundwater Protection District. Mr. Ryll stated that some of driveways <br />could be gravel. Mr. Hauck said Design Review would be scheduled for March 8 and Ms. <br />Hawver suggested the Board of Appeals will continue hearings to March 22 but will need a time <br />extension on the Variance application. Mr. Mc Neill granted the extension. <br />Mr. McNeill stated that the proposed use meets the requirements for a Special Permit and they <br />have eliminated the need for Variances except for lot coverage. He said it was a valid pre- <br />existing non -conforming use and would be improving the site with a drainage system. <br />Mr. Regan moved to take the Petition under advisement and grant an extension in the Variance <br />application for 60 days. Ms. Hawver seconded. All agreed. <br />Design Review - Mr. Govoni moved to appoint James E. Regan III as the Board of Appeals <br />alternate member on the Design Review Committee. Mr. Marsters seconded. All agreed. <br />Katbrvn Lapio - (January 25, 1995 meeting) - Mr. Govoni moved to grant the request for a 90 - <br />day extension in the hearing calendar on Kathryn Lapio. Mr. Regan seconded. All agreed. <br />Minutes - Mr. Govoni moved to accept the Minutes of January 25 and February 8, 1995. Ms. <br />Hawver seconded. All agreed.
