Luconi - SP-94-55 <br /> . A Petition was filed by Fred and Suzanne M. Luconi <br /> of Concord , Massachusetts for a Special Permit under <br /> Section 174-25 . I . 9 of the Zoning By-lawsto allow the <br /> construction and maintenance of a walkway, pier , ramp, <br /> floats and mooring piles in Popponesset Bay on property <br /> located in an R-3 zoning district at 116 Popponesset <br /> Island Road ( Map 112 , Block 5 ) Mashpee , Massachusetts . <br /> (Owner of record : Edward W. and Esther D . Donovan ) . <br /> Notice was duly given to abutters in accordance <br /> with Massachusetts General Laws Chapter 40A. Notice was <br /> given by publication in The Enterprise , a newspaper of <br /> general circulation in the Town of Mashpee on July 8 and <br /> July 15 , 1994 , a copy of which is attached hereto and made <br /> a part hereof . <br /> A Public Hearing was held on the Petition at the <br /> Mashpee Town Hall on Wednesday , July 27 , 1994 at 7 : 30 P .M. <br /> at which time the following members of the Board of <br /> Appeals were present and acting throughout : Edward M. <br /> Govoni , James E . Regan III and Cheryl A. Hawver . <br /> Engineer Jeffrey Johnson represented the applicant <br /> and presented revised plans for the construction and <br /> maintenance of a pier , ramp and float . He explained that <br /> the Conservation Commission had requested the revisions <br /> and that a Variance would be required to exceed the 70 ' <br /> requirement to minimize damage to the environment . <br />
