Mr. Serber provided additional information to clarify issues
previously brought forth by members of the Select Board. The comments were outlined in a memorandum to the
Select Board dated March 17,2022.
It was noted that current annual tax payments for the properties NextGrid would be purchasing amount to
$11,176.20 or $223,524, Next Grid is offering the Town of Mashpee $1,872,000 over the 20-year life of the
project. According to the tax analysis, the FY22 yearly total is $13,174.35 with a 20-year total of$346,372.01.
Mr. Serber indicated this offer is similar to an agreement negotiated with the Town of Bourne that has been fully
vetted and approved by the Massachusetts Department of Energy Resources and Attorney General's Office. To
create leverage the project would require partnership with the Town of Mashpee.
Discussion followed with respect to the zoning changes proposed via petition at the May Town Meeting.
Terms of the Agreement would be negotiated at subsequent meetings. Mr. Serber indicated there would be 20
years of opportunity for the Town to change the underlying zoning to meet its future vision and needs. There are
no after contract obligations aside from the decommissioning plan and bond which are required under the bylaw.
After 20 years NextGrid would have the option to re-buy the land from the Town. At minimum market value, the
Town could sell the land for $2 million. Under the decommissioning plan, all panels would be removed and
recycled. The Town would also retain the right to re-sell the property if NextGrid was dissolved. The ability to
transfer is not allowed in this Agreement.
