SHELLFISH COMMISSION <br /> MEETING MINUTES <br /> MARCH 15,2022-7:00 P.M. <br /> MASHPEE TOWN HALL-16 Great Neck Road North <br /> WAQUOIT MEETING ROOM <br /> PRESENT:Buddy Pocknett,Jamie Pacluco,Donovan McElligatt,Peter Thomas,Dick Cook <br /> CALL MEETING TO ORDER:Chairman Thomas called the meeting to order at 7:03pm. <br /> PUBLIC COMMENT:N/A <br /> MINUTES <br /> Approval of the following:February 8,2021 minutes. <br /> Mr.McElligatt motioned to approve the 2/8/22 minutes. <br /> Mr.Cook seconded the motion. <br /> Vote: 5-0-0 <br /> Roll Call Vote: <br /> Mr.McElligatt; yes <br /> Mr.Pocknett;yes <br /> Mr.Pachico;yes <br /> Mr.Thomas;yes <br /> Mr.Cook;yes <br /> In favor, 5;Opposed,0;Abstentions,0 <br /> COMMUNICATIONS AND CORRESPONDENCE:N/A <br /> OLD BUSINESS <br /> 1. Shellfish Rules and Regulations:Update on revised Rules and Regulations process. <br /> Mr.McElligatt attended the Board of Selectmen meeting where the discussion was tabled until Legal <br /> Council could review and a public hearing. <br /> Mr.Pocknett said it was tabled because the Tribe needs to send their Rules and Regulations to the Town. <br /> The Board of Selectmen want to change some of the wording to include specific Tribal language. <br /> Mr.McElligatt asked if there's a better way to do this in the future,Mr.Pocknett said he has a meeting <br /> tomorrow night and he will suggest boilerplate language that we can include so this doesn't happen again. <br /> 2.ARC:Update on potential partnership with ARC and Town of Mashpee. <br /> Mr.Thomas gave an overview of what ARC presented at last month's meeting.Mr.McElligatt said they <br /> plan to start small,with a couple of FLUPSY's that would be done under a research permit.They can't do <br /> anything until the Rules and Regulations are passed,so it is critical that those pass. <br /> Mr.Cook asked how the permit situation works/what is the end goal. <br /> Mr.McElligatt said the language in the draft allows them to grow for a specific reason,i.e.site suitability. <br /> Technically anyone could get a research perinit,but ARC already has science and research licenses,so <br /> i <br /> there is a historical precedence with them. <br /> The end goal is seed production. They are running out of nursery space and demand is up.The goal is to <br /> establish a location like they have in Chatham and Harwich,not the Dennis site. <br /> Mr.Cook says he doesn't think that will help much with the nitrogen problem.Mr.McElligatt the farms <br /> will help with nitrogen and the nurseries will help with seed.We serve the people of Mashpee but also <br />
