PUBLIC HEARING <br /> Public Hearing to review the article for the Annual Town Meeting, <br /> May S , 1991, to accept the layout and definition of Popponesset <br /> Island Bridge. <br /> Tony read the advertisement (article) . <br /> Tony stated that the Board is familiar with the situation. After <br /> a meeting with Town Counsel , it seems there are issues which <br /> remain to be resolved, some are significant. They are being <br /> worked on but not resolved. <br /> Since they are substantial legal issues to be resolved, <br /> indefinite postponement seems to be the best recommendation. <br /> Judy explained that is the recommendation of Town Counsel. <br /> Pat stated that it is important to hear the article because of <br /> some confusion with the roads or portion of roads to be included <br /> in 'the taking.- - - <br /> Public Comments: <br /> Joel stated that from his standpoint is should be indefinite <br /> postponement because all of the loose ends have not been handled. <br /> The road subject was broached in February and nothing was done <br /> about it, changed+ That will be a moot paint because of <br /> indefinite postponement. <br /> Judy asked Joel is he will be making the motion for indefinite- <br /> postponement? <br /> He stated that he would. <br /> A women was present who stated that she is a resident and <br /> taxpayer of Mashpee for 23 years , she is confused because the <br /> suggestion that the Town take the bridge came from the Town <br /> months ago and then at the last minute all these issues and <br /> obstacles come to light. She is confused as to whether is was <br /> irresponsibility or incompetence that lead to this on the part of <br /> who ever is responsible or accountable. <br /> Tony stated that it is best to register those concerns with the <br /> Board of Selectmen, they are the accountable body for Town <br /> Counsel. <br /> Judy stated that one of the concerns of Town Counsel is the cost, <br /> the bridge may have to meet standards far in excess of one <br /> million dollars . <br /> Marie Scalley asked if this was a petition article? <br /> Joel responded that it was put on the warrant by the Board of <br /> Selectmen. <br /> Tony read a letter from Mr. Paul Finn, President of the <br /> Popponesset Island Association. He requests the Board recommend <br /> indefinite postponement of the article. <br /> 3 <br />
