Public Comment— Mashpee Select Board — August 22, 2022 <br /> Good evening, my name is Susan Dangel 762 Cotuit Rd. Thank you for <br /> the opportunity to address you tonight. <br /> I am here because, in reviewing the proposed October Town Meeting <br /> Warrant, I realized that the article authorizing funds for the design of <br /> the town's Phase 2 sewer is missing. <br /> Last April, when the Board delayed this article, verbal commitments <br /> were made to include it for consideration in October. As I understand <br /> that the Planning Board will be bringing additional articles for <br /> consideration this evening, I felt that I needed to bring one as well. <br /> One that would meet that expectation. The text of the proposed <br /> Article are as follows: <br /> To see if the Town will vote to authorize the Select Board to expend a <br /> sum not to exceed $350,000 from the American Rescue Plan Act local <br /> funds for the purpose of the preliminary design and production of a <br /> construction cost estimate of Phase 2 of the wastewater collection <br /> system, the scope of said Phase 2 to be determined by the Select <br /> Board upon consultation with the Sewer Commission, or take any <br /> other action thereon. <br /> As I have come to understand, "design" is not eligible for a State <br /> Revolving Fund loan, so we should use this AARPA cash to avoid having <br /> to borrow for this on the town's credit. As a side note, I also learned <br /> while attending the Assembly of Delegates Meeting last week - that <br /> only 6 of the 15 Cape Towns have applied for the additional county <br /> AARPA money, as we did, and that one town is back with a second <br /> request for funds. <br />
