<br />NEW BUSINESS <br />1. Presentation by Interim Town Engineer, Ray Jack, on betterment assessment policy. <br /> Commission discussion. <br /> <br />Mr. Jack began his presentation stating that it is with regard to establishing a betterment <br />assessment policy and is not a betterment hearing. A betterment hearing will be held at a later <br />date as property owners will have to be notified via certified mail. <br /> <br />Mr. Jack went on to explain that the Commission will have to establish a means of assessment <br />on commercial private properties for Phase 1 and an overall betterment assessment policy for <br />the future phases. <br /> <br />Phase 1 is strictly residential other than the two condominium complexes, Summerwood and <br />Sea Oaks. Subsequent phases will be affected as they include mixed use properties. Mashpee <br />Housing Authority properties are exempt. <br /> <br />Mr. Jack referenced a Standard Operating Procedure (SOP) that was adopted by the Sewer <br />Commission in November, 2021 and can be viewed on The Town of Mashpee website under <br />SOP 1 and SOP 2. <br /> <br />Selectman Cotton requested that the Commission hold off on voting on an assessment process <br />until after he gets more clarification about how it will impact the town, sighting that single <br />family SRF “hook up” loans will be readily available at the end of the year. <br /> <br />Mr. Jack stated that he is requesting that the Commission agree to adopt, in a policy <br />perspective, a Unit Cost Method of Sewer Assessment utilizing Sewer Equivalent Units. <br /> <br />Mr. Towle made a motion to adopt the Unit Cost Method of Sewer Assessment Utilizing <br />Sewer Equivalent Units (SEU). <br />Mr. Lyons seconded the motion. <br />The motion was passed by unanimous consent. <br /> <br />2. Establish a Frequently Asked Questions List for Town Residents. <br /> <br />It was stated that there is an FAQ document on the Town Website. It will be reviewed, edited <br />and added to during the next meeting. <br /> <br />The question of sewer rate cost was presented and Mr. Jack stated that he is actively <br />undertaking a sewer rate study which will ultimately be up to the Sewer Commission to decide <br />before ultimately going before the Select Board.
