HISTORY OF THE COMMUNITY PRESERVATION ACT <br /> In May of 2005,Annual Town Meeting adopted the provisions of the Community Preservation Act <br /> (CPA), an action which was supported at the Town Election later that month. In accordance with the <br /> CPA, a nine-member Community Preservation Committee was appointed and charged with the task of <br /> administering the CPA in Mashpee. CPA requires that the Committee include a representative from the <br /> Planning Board, Conservation Commission,Historic Commission,Housing Authority and Parks <br /> Commissioner(Select Board representative)and the remaining seats are at large appointments by the <br /> Select Board. <br /> CPA is funded through a local property tax surcharge, originally in the amount of a 3%surcharge and <br /> later reduced to 2%, and State matching funds.
