5 <br /> Community Preservation Committee <br /> Minutes <br /> September 1, 2022 <br /> Reestablish Re �ulargMeeting_Dates„&Time: <br /> It was determined the Committee would meet on the first Thursday of the month as per the <br /> discretion of the Chair at 6:30 p.m. with preference to televise meetings. <br /> Vote to set asidethe 10%Reserves &Budgeted for A rpro riatip!!Reservewto_be voted at the FY <br /> 2023 October Town Meeting; <br /> One article has been submitted for the October 17, 2022 Town Meeting. <br /> The CPC reviewed the annual article to reserve the estimated Community Preservation Revenues <br /> to set aside the 10%Reserves for Open Space/Recreation Purposes,Historic Preservation <br /> Purposes and Affordable Housing Purposes and to fund the Budget for Appropriation Reserve <br /> for FY 2023. <br /> It is anticipated the Town of Mashpee would receive 35%in state reimbursement monies <br /> deriving from the Registry of Deeds and a small portion of the state budget. A 2%real estate <br /> surcharge is assessed by the Town to support the CPC. Mashpee receives state matching funds <br /> for all revenues generated by the surcharge. <br /> Motion made by Mr.Larkin to approve the Annual Town Meeting Article to set aside the <br /> 10% Reserves and Budget for Appropriation Reserve for FY 2023 as referenced. <br /> Motion seconded by Mr. Smith. <br /> VOTE: Unanimous. 9-0. <br /> Roll Call Vote: <br /> Mrs. Thayer,yes Mr.Hyde,yes Mr. Larkin,yes Ms.Waygan,yes <br /> Mr.Weeden,yes Mr. Smith, yes Ms. Barbee,yes Ms.Russell,yes <br /> Mr. Klein,yes Opposed,none <br /> Review/Discussion regarding Community Preservation Act Provisions & Guidelines rewarding <br /> Project Applications:, <br /> Discussion followed with respect to the timeline for soliciting proposals for projects that would <br /> qualify for CPA funding. Applications received by November lst are considered for funding at <br /> the May Town Meeting. Applications received by April I'are considered for funding at the <br /> October Town Meeting. <br /> The Town of Mashpee deadline for the submission of articles is the second Monday in February <br /> and the second Monday in May. <br /> It is the intention of the CPC to further update the Plan that would also consider application <br /> deadlines. <br />
