MASHPEE ZONING BOARD OF APPEALS <br />DECISION FOR A SPECIAL PERMIT <br />Owners, Donna Kelley Bonkowski and Stephen J. Bonkowski <br />21 Overlook Knoll Road (Map 118 Parcel 35) <br />Mashpee, MA 02649 <br />SP-2022-42 <br />Attorney Kirrane said that drywells will be installed on the property to comply with the DPW <br />Director comments regarding any water runoff to remain onsite. The area on Seaview will have an <br />impervious surface, and will not create any additional runoff issues. Also, his clients want to <br />eliminate any vehicles driving through the lot from one street to the other. The proposed new <br />designed driveway will prohibit any vehicles driving through the lot. <br />The home is a 1950's building will be replaced with a building code compliant building, and a new <br />Title 5 Septic System will be installed. The Board recently approved a similar project at 17 <br />Overlook Knoll Road, and this project will not be substantially more detrimental than what <br />currently exists. <br />GENERAL CRITERIA <br />The subject property located at 21 Overlook Knoll Road is approximately 6,375 square feet. <br />There were two abutters present. An abutter letter was read into the record. <br />SPECIAL PERMIT FINDINGS <br />The Board determined the following; <br />The new construction will comply with current building code requirements. <br />A new Title 5 Septic System will be installed. <br />The proposed driveway will prohibit vehicles from traveling through the lot from one street <br />to the next street. <br />Comments were submitted by Catherine Laurent, DPW Director and read into the record; "Shore <br />Drive in the vicinity of Bluff Avenue is subject to significant street flooding during storm events. <br />Portions of the surrounding roads, including Overlook Knoll Road and Seaview Avenue all <br />contribute to this flooding, especially as drainage infrastructure on these roads are limited at best. <br />For this reason as well as general policy, all storm water runoff from the property at 21 Overlook <br />Knoll Road should be contained onsite (including but not limited to roof runoff). Use of pervious <br />material such as stone or shell for the proposed driveways will help provide for infiltration of storm <br />water." <br />The Conservation Department comments were read into the record; "not within wetlands <br />jurisdiction," and the Board of Health comments were also read into the record; "Septic plan <br />design has adequate flow." <br />
