Minutes of the <br /> Meeting. o f the <br /> PLANNING BOARD <br /> DATE: April 5 , 1978 <br /> IME 8 8:00 p.m. <br /> PRESENT:: Thomas Bourgeois Donald Blakeman <br /> Earle Marsters Darold Collins <br /> Richardson Jonas <br /> Mike Makuna , Board of Appeals <br /> AN <br /> Since no members of the public were yet present, the <br /> Board delayed the First hearing in order to sign a <br /> A R for FRANK He C OLEMAN; a. division of tot 4D on <br /> Poppones et Island Road. No filing fee was collected <br /> PUBLIC HEARING ON THE TAKING OF HOOPPOLE ROAD <br /> No petitioner was present. Are approved road layout was <br /> not pre s e t ed p nor a. request for a road layout, nor a <br /> report on the present condition of the road. The Gen- <br /> eral Laws which identify a. procedure for the taking of <br /> a. road were not followed. The Board took the article <br /> under advisement. <br /> CHANGE OF ZONING <br /> Mr. Gabriel Morze# petitioner for a change of zoning <br /> from Industrial to R-1 on 54 acres on Route 28, was <br /> not present at this hearing, No plan of land was <br /> presented, nor purpose outlined for use of the parcel . <br /> r. Morze did n o t supply the Board the list of abut- <br /> ters. The article was taken under advisement, <br /> FLOOD PLAIN ZONING <br /> The Flood Plain Zoning By-law was read. No one pre- <br /> sent had any objections to .it. A copy of it will be <br /> sent to H,U r D r , Boston office for review and comment. <br /> meat <br /> ZONING BY-LAW REVISIONS <br /> The revisions mandated d under Chapter 808 were read <br /> 5 and explained. One observer objected to 6 . 23 which <br /> ermits an accessory use to are ex' sting non 'conforming <br /> use , While the Board saw the change as increasing the <br /> power of the Board of Appeals, he saw it as weakening. <br /> The By-Law revisions were taken under advisement, <br />
