PLANNING BOARD <br /> Town of Mashpee <br /> PLANNING ING BARD MTNUTE,S: 9--21-8� Cont Y d Page 5 <br /> ....... .................................. . <br /> Mr, Marst ers informed the Board that the Design Review Committee had <br /> been set up as an Ad Hoc Committee until approval from the Attorney <br /> General came through. He said he was temporarily -Chairman and the <br /> other members are Mike Makunas, Anthony Ferragamo and Wayne Tavares <br /> would be a member on a consulting basis. They are t yring to have <br /> their first meeting next week. <br /> The Board went over the list -on the needs of the Board of Health, <br /> #1 : It was felt the soil information ion taken off a soil map might be <br /> helpful and probably more so on the preliminary than the <br /> definitive., but it should be used just for information and not <br /> Gospel as you can- have problems if you put too much stock on <br /> them. it should just be used as a guide. <br /> #2 : The Board felt this one didn't rake sense , They felt every 2 <br /> acres doesn't mean anything as it ' s so inconsistent and it ' s <br /> not enough, Mr. Rowley felt the reason they may be asking for <br /> this is because someone had a problem with pert tests but he <br /> felt that was the risk a developer took. He said the Board of <br /> Health was asking for things that wouldn't do much goad at <br /> this point . <br /> #3 : Mr. -Rowley thought this was a good idea to give an indication <br /> of where ground water slope is as it might help determine <br /> recommendations about wells being surrounded by septic systems . <br /> #4 : Mr. Rowley said he assumed they were talking about water. He <br /> said in order to get good results you have to take in acres and <br /> square miles beyond it . You can' t tell otherwise because of <br /> the flow. He said the Town would have to do a Town-wide studL1 <br /> and they would have to hire a hydrologist . Mr, Marsters said <br /> id <br /> it would be cheaper to get a water system, <br /> #5: Mr. Rovrl.ey said he couldn't see- how they could do this - as you <br /> don' t know where the house will be and you can' t dictate it <br /> and lock someone into predetermining where the house will. go , <br /> #6 : Mr. - Rowley felt the Board of Health had a misconception as to <br /> the Wetlands Act . He said the Act doesn' t say you can't dis- <br /> charge- storm drainage into wetlands, you just have to show it <br /> won't affect the wetlands, It also doesn' t say it in the <br /> State Board of Health Rules . <br /> mhe Board felt items 1--5 didn' t came under the jurisdiction of the <br /> Planning Board. 1 t was felt the Board of Health should study the plans <br /> they receive a little mope and they should go out to see the site of <br /> the plans proposed. They 'also felt the Board of Health was mi s infoy med <br /> on several 1�ey issues and someone with knowledge and expertise should <br /> sit dow' n with them -nd expl.a.in it a They felt showing ground water on <br /> a s.ubdivis4.en plan does no th sng as you would need to do It an a larger <br /> scale. 1,`1r.
