5 <br /> Community Preservation Committee <br /> Minutes <br /> December 8, 2022 <br /> Evan Lehrer,, Town Planner-Review of Appraisal wand 751 wMain Street Acquisition Project: <br /> Evan Lehrer, Town Planner was in attendance with Peter and Mark Govoni, owners of an 8-acre <br /> parcel referenced as 751 Main Street,Mashpee. The property is identified as 13-58-0. The <br /> current assessed value in 2022 is $215,100. The property located in an R5 district is described as <br /> Development Land consisting of, 40,000 square feet, 0.918 square feet and 6.164 square feet. <br /> The parcel is proposed for conservation purposes to expand the Pickerel Cove Conservation Area <br /> and to protect a parcel within the acquisition boundary of the Mashpee National Wildlife Refuge <br /> (MNWR)• <br /> A goal of the Open Space Local Comprehensive Plan is to maximize publicly owned and <br /> protected lands within the MNWR. The parcel is contiguous with the 78 acre Pickerel Cove <br /> Conservation Area abutting open space as required by the Pickerel Cove neighborhood cluster <br /> subdivision. <br /> The land is subject to development and could sustain approximately 4 single family building lots <br /> under current zoning. Community letters of support were contained in the application from the <br /> Planning Board,the Conservation Commission, Native Land Conservancy,MA Department of <br /> Fish and Game and the Save Mashpee-Wakeby Pond Alliance. <br /> In considering this proposal it was stated the CPA emphasizes to act on the needs of a CPA <br /> community when considering Community Preservation Act funding. The Town of Mashpee at <br /> present has a multitude of protected conservation land, and would lose tax revenue. With the <br /> looming wastewater plan, and the need for affordable housing there are other areas the <br /> Community Preservation Committee could consider in addressing the needs of the Mashpee <br /> community. The property is adjacent to 78 acres as described and is not lacking conservation <br /> land in this area. It was further stated the applicant has not submitted an asking price for the 8- <br /> acre parcel. <br /> As discussion continued it was noted that it is favorable to acquire additional open space to <br /> support water restoration, a strong need of the community. In addition, a deed restricted property <br /> with a conservation restriction would allow the forest to remain in its present state. Trees have <br /> an ancillary benefit filtering water. Habitat would also be restored. The front portion of the <br /> property lies within a Zone II recharge area for clean water. This project checks a number of <br /> important boxes for departmental goals. <br /> One of the landowners who is also an abutter to the subject property stated the land could be <br /> permitted for housing above 4 units. A 40B project would support far greater units. Land over 5 <br /> acres could also be developed as a cluster subdivision. <br />
