There is no way to track at the local level; <br /> it must be done at the federal level. <br /> NEW BUSINESS <br /> 1. Review and Approval of Meeting Minutes. There were no meeting minutes ready for review, <br /> 2. Review and Approval of Expense Warrants. There were no expense warrants to sign. <br /> 3. Review of Commercial Site/Septic Plan request for Title V variance at 18 Mercantile Way. Mr. <br /> Harrington commented that this plan was reviewed during Site Plan Review. The drainage,solid <br /> waste dumpster had been placed, enclosed on a concrete slab correctly,the Title 5 system was <br /> designed correctly and the floor plans had been reviewed. The use is commercial/industrial for <br /> a landscaping company. The building will have a floor drain connected to the industrial waste <br /> holding tank. The septic system is proposed below a parking area, so the Title 5 variance was <br /> requested and added to the plan (310 CMR 15.240(7). The only comment Mr. Harrington had <br /> on the plan was to label the capacity of the holding tank on the site plan. Craig Ferrari, Down <br /> Cape Engineering, introduced himself for the record, and stated that he is working on this new <br /> building for Big Guy Landscaping for typical landscape/contractor use. Chair Baumgaertel asked <br /> if there any variances were requested,and Mr. Harrington stated that a variance was requested <br /> for the leaching to be constructed under the parking area. <br /> There being no further comments or discussion, Kripani Patel motioned to approve the <br /> commercial site/septic plan for 18 Mercantile Way, with the Title 5 variance of the SAS being <br /> below the parking area provided that standard commercial property conditions apply. <br /> Motioned seconded by Ernest Virgilio. Review of request for variance from Minimum Standards for Recreational Camps- <br /> Willowbend. Mr. Harrington commented that the office was contacted by the director for this <br /> Recreational Camp at Willowbend to request a variance to allow 14-year-old junior counselors. <br /> The Code requires a minimum age of 15 for junior counselors but, in this case, a few counselors <br /> will be 14 at the beginning of camp and turn 15 through the summer. Ms. Patel asked what ages <br /> the camp works with. Jacqueline Mysliwiec, Fitness and Wellness Director at Willowbend, <br /> introduced herself for the record, and stated that 14-year-olds would be considered junior <br /> counselors, and would work with a senior counselor aged 16-18. She further stated that junior <br /> counselors would not be with campers aged 4-6 years old. Ms. Mysliwiec continued that the <br /> junior counselors have gone through CIT training and were campers previously. Mr. Virgilio <br /> asked how many campers attend during the summer. Ms. Mysliwiec answered that it varies <br /> from week to week, with the average being 80-100 per week with certain ratios for each age <br /> group. Chair Baumgaertel asked if the junior counselors would be at least 3 years older than the <br /> campers they were working with. Ms. Mysliwiec confirmed that junior counselors wouldn't <br /> supervise campers older than age 9. <br />
