Finance Committee <br /> Minutes <br /> February 16, 2023 <br /> NEW BUSINESS <br /> 1. Discussion and Approval of Request for Transfer from the Finance Committee Reserve Fund to the Town <br /> Clerk Account. <br /> The Town Clerk, Deborah Kaye stated that the Select Board approved her request to move the precincts to three <br /> (3) locations. The Town is mandated to notify the voters. She stated that part of the request is to hire a <br /> company to print out cards to notify the voters of the precinct location change. <br /> It was stated that Precincts 1 & 2 will be voting at the Senior Center, Precincts 3 &4 will be voting at the Town <br /> Hall and Precinct 5 will be voting at the Library. <br /> A motion was made by Mr. McKelvey to approve a transfer of$29,500. from the Finance Committee Reserve <br /> Fund to the Town of Mashpee Elections Expense. The funds will be used for postage to notify Head of <br /> Household voters of precinct changes,to cover costs associated with the October 4, 2022 Special Town <br /> Election and prepare for the May 6, 2023 Annual Town Election. <br /> Motion seconded by Mrs. Furbush. <br /> VOTE: Passed 7-0-0 <br /> Roll Call Vote: <br /> Mr. Pettengill,yes Mrs. Furbush,yes Mr. McKelvey,yes, Mr. Gorman,yes, Jamie Schuh,yes, <br /> Lee Smith,yes, Mr.Weiner,yes <br /> Opposed, none <br /> 2. Town Manager Updates. <br /> Mr. Collins stated that the deadline has come and gone relative to the Warrant Articles for Town Meeting. They <br /> are in the process of getting assembled and then will be reviewed by the Select Board and Town Counsel. <br /> 3. Town Manager Presents FY2024 Budget Recommendations. <br /> Mr. Collins stated that some of the highlights are,full time personnel positions added to the Library and part <br /> time personnel positions added to his Department as well as the Accounting Department. <br /> He stated that he tried to keep expenses essentially level funded but,there will be some adjustments. <br /> He went on to state that due to the growing population of the Town the Library has to be opened more hours in <br /> order retain the CLAMS certification. <br /> Chair Pettengill inquired as to whether$68,529,511. is still the figure they're looking at and Mr. Collins said the <br /> projection is that the health insurance and Cape Cod Tech will be less although,the official numbers haven't <br /> come in yet. <br /> Chair Pettengill asked if it would be possible to have a presentation on the CIP next week and Mr. Collins <br /> responded that it would not be possible because there isn't a Final Draft yet. <br /> 2 <br />
